Responsibilities

This position resides within the NextGen Organization, Portfolio Management & Technology Development Office ANG-C, Aviation Weather Division, ANG-C6, Policy & Requirements Branch, ANG-C64.

Serves as a Senior Meteorologist in the Policy and Requirements Branch, Aviation Weather Division, Office of Advanced Concepts & Technology Development, NextGen Organization. Provides technical expertise for the Policy and Requirements Branch and is responsible for a variety of complex and challenging domestic and international activities such as planning, analysis, development and coordination to help FAA implement its Next Generation Air Transportation System (NextGen).

Represents the Assistant Administrator for NextGen (the U.S. Meteorological Authority) in International Civil Aviation Organization (ICAO) activities of the Meteorology Panel, various study groups and operations groups, and ICAO Regional Planning Groups to ensure U.S. positions are developed and articulated appropriately.

Applies experience and comprehensive technical knowledge applicable to meteorology required to formulate domestic and international weather policy, requirements, standards and recommended practices that are consistent with U.S. national practices. Conveys a vision of those efforts to management and executives and to the aviation weather community.

Develops, formulates, leads, and manages projects. Analyzes information requirements, develops integration solution recommendations and design studies.

Develops interface requirements, performs engineering change analysis, system modeling, and simulation in support of global and domestic harmonization of weather information and the net-centric concept of system wide management of weather information.

Identifies and specifies interfaces between elements of aviation weather and other systems in support of global harmonization of aviation weather products and weather exchange.

Provides analysis and coordination required to develop overall strategic plans and National Airspace System-wide operational, research, and development requirements to incorporate weather information into Air Traffic Management decision tools.

Represents FAA as the primary technical authority for his/her program and communicates externally and internally with aviation weather stakeholders such as Air Traffic Organization Service Units, the Aviation Safety organization, the NextGen Executive Weather Panel (NEWP), the National Weather Service, the Department of Defense, and industry representatives. Serves as key representative to the United Nations' ICAO. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA.

Qualifications

Basic Requirements:

A. Degree: meteorology, atmospheric science, or other natural science major that included:

1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:

a. Six semester hours of atmospheric dynamics and thermodynamics;*

b. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);

c. Three semester hours of physical meteorology; and

d. Two semester hours of remote sensing of the atmosphere and/or instrumentation.

2. Six semester hours of physics, with at least one course that included laboratory sessions.*

3. Three semester hours of ordinary differential equations.*

4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.

*There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

OR

B. Combination of education and experience - course work as shown in A above, plus appropriate experience or additional education.

In addition to the basic requirements, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience working with aviation weather users to develop requirements. Experience in aviation weather forecast operations.
