Summary

The IT Specialist (Program Manager, Knowledge Management) position is located in the Office of the Chief Information Officer, Business Services Division. This Division is responsible for managing the Peace Corps portfolio of knowledge management and collaboration IT products and maintaining a framework and processes for supporting ongoing and new IT product investments and ensuring alignment of such with the agency's strategy in support of its Volunteers.

Responsibilities

The Information Technology Specialist (Program Manager, Knowledge Management) performs the following major duties:
  • Manages, oversees, and plans products and projects in the Program from conception to completion and through operations and maintenance support.
  • Leads a Business Steering Committee, Business champions and technical team such as programming engineers, architects, quality assurance specialists and product owners to coordinate strategic and operational planning for the Program's products.
  • Develops policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation and support structures for information technology (IT) systems and subsystems that meet overall information needs of multiple major organizational units.
  • Serves as an advisor regarding operations and technical support for IT products. Effectively communicates with stakeholders at different levels and ensure the success of projects in the Program, presenting the most complex information to members of various disciplines to coordinate business and IT operations.
  • Provides authoritative analysis and communicates guidance in developing solutions for problems associated with agency-wide technology needs.
  • Plans and coordinates contract administration activities for multi-year technical service contracts.
  • Responsible for managing and guiding large-scale knowledge management programs and initiatives based on demonstrated track record of experience.
  • Provides expert advice, guidance and implementation of SharePoint 2010 and 2013, 2016 and SharePoint Online (Microsoft 365).
  • Serves as a Contracting Officer's Representative (COR) to provide subject matter expertise to ensure the requirements of assigned contracts are met.
  • Maintain expert knowledge in the relevant technological landscape in the above named areas.
  • Responsible for managing and guiding large-scale knowledge management programs and initiatives.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form , or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Qualifications

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at two (2) grade levels:

FP-3

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of services; Experience planning and developing long-range objectives and milestones of assigned IT products and capabilities; Experience communicating in a clear, concise, manner orally and in writing.

FP-2

Qualifying experience for the FP-2 level includes one year of specialized experience at least equivalent to the FP-3 or GS-13 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of services; Experience overseeing and managing multiple, and interconnected projects; Experience communicating in a clear, concise, manner orally and in writing.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Education

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below.
