Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: (1) Performing pre-award or post-award procurement functions involving complex contracts. (2) Negotiating contract prices, terms and conditions to evaluate cost analysis. (3) Implementing contractual regulatory guidance and processes for the procurement of goods services. This definition of specialized experience is work performed at the next lower grade/level position in the federal service (GS-11 or above).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Responsibilities
- Serve as a Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for technical services and special assigned programs.
- Perform and assist other specialists in the performance of all pre-award contracting functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods and types.
- Assist in resolving claims, negotiation settlements, assesses liquidated or actual damages for nonperformance, and recommends settlements, on a variety of claims.
- Perform detailed analysis of proposals received, insuring strict compliance with specifications on negotiated procurement, and recommending award based on best overall value to the Government.
- Compile bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration (SBA), or other sources per FAR, DFAR, AFARS and other applicable regulatory guidance.
- Prepare solicitations and determines sources to be solicited. Conduct pre-solicitation/pre-proposal conferences and processes protests.
- Request or perform price/cost analysis.
- Conduct negotiations with contractors at all levels of contracting from solicitation through post-award modifications

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Defense Acquisition Workforce Improvement Act (DAWIA) Level II Cert in Contracting or obtain within 24 months of appointment.
- Must submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Must be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
