The primary purpose of this position is to Serve as a supervisor and exercising control over nonsupervisory employees assigned to an element of the Operations Directorate that is responsible to coordinate full spectrum operational fires in and through the cyber domain with service cyber component commands.

Responsibilities

  • Exercises supervisory personnel management responsibilities for personnel assigned to an element of the Operations Directorate.
  • Leads efforts to investigate and validate the availability and suitability of resources to contribute to the Command's preparedness to conduct close access cyberspace operations.
  • Draws on the team's combined technical and functional expertise to advise the J3/Command leadership, and to inform CMF decision making on close access operations
  • Leads efforts to draw on the team's collective lessons learned and own experienced judgment to assess and make recommendations to the supervisor and J3 leadership to improve the efficiency and effectiveness of fires planning and targeting.

  • As an IA professional , the incumbent shall possess or obtain IA-related professional certifications, per DoD Directive 8570.1 M, associated with the IATI designation
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Management Positions.

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Professional" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and ability to apply cyberspace operations and information security concepts, principles, and practices to identify optimized courses of action for full spectrum cyberspace operations, and to advise on/guide their execution.
2. Ability to evaluate existing and emerging cyberspace capabilities and identify those with potential for application to address evolving adversary tactics .
3 . Knowledge of DoD cyberspace missions and objectives, as well as the roles / responsibilities of participating organizations and components.
4. Knowledge ofDoD Information Network (DoDIN) and cyberspace platform design, operation, technologies and applications.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to coordinate and de-conflict proposed cyberspace operations courses of action with other program partners , within and outside the Command .
6. Ability to document and communicate complex technical and programmatic information, often in the form of verbal and visual operational updates, situation reports and briefings.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
