Summary

This position is with the Department of Commerce (DOC), Economic Development Administration (EDA), located in Washington DC. The primary purpose of this position is for performing a broad range of major assignments involving program/project evaluation: planning and carrying out complex economic research: analyzing findings: and preparation of reports to include presenting results.

Responsibilities

  • Responsible for undertaking program evaluation efforts, including the evaluation of EDA programs, projects, and initiatives, and conducts economic research pertaining to data analytics and economic development.
  • Conducts economic research and analysis; develops methodologies and approaches for research; and prepares reports and recommendations regarding important program aspects.
  • Analyzes major economic developments and determines applicability to the agency's major programs.
  • Participates in interagency work groups or serves as advisor to members of such work groups.
  • Manages the development and measurement of performance metrics focused primarily on economic development programs and activities, including EDA's responsibilities related the Government Performance and Results Act (GPRA).
  • Leads the analysis and evaluation of EDA programs and performance data and effectively communicate the findings to both technical and non-technical internal and external stakeholders.
  • Coordinates the development and implementation of continuous improvement strategies and policies to improve program performance.
  • Makes recommendations to EDA management on potential changes to policies or procedures and monitor the implementation of those changes.
  • Supports key activities associated with the collection, management, and analysis of performance data and development and maintenance of performance data management systems.
  • Responds to data inquiries from internal and external stakeholders, and prepares responses suitable for dissemination to internal and external customers.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):
A.
Possess a bachelor's degree or higher in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (Must provide transcripts.)

or

B. Possess a combination of education and experience in courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. (Must provide transcripts.)

AND

Specialized Experience:
GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing the following duties:
  • Developing solutions to analytical problems using statistical procedures, econometrics, and computer methods;
  • Designing and implementing quantitative and qualitative program evaluation projects;
  • Researching economic development issues to create reports and present potential policy changes; and
  • Leading the development and measurement of economic development performance metrics.

Time-in-Grade Requirements:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
