Job Announcement

The DPWES Building Design and Construction Division, Building Design Branch, is seeking an architect, civil engineer, structural engineer, mechanical engineer or electrical engineer acting as the owner’s representative for new building construction and renovation projects. Provides overall project management for the development of a wide variety of county building projects, including fire stations, libraries, police stations, community centers, administrative offices, and vehicle maintenance facilities. Responsibilities include: Performs all aspects of construction contract award and administration for complex building projects. Serves as primary point of contact with the contractor, designer, and other agencies during construction. Issues and maintains all project related correspondence/documentation to the contractor. Evaluates pre-qualification requirements for prospective bidders, prepares final bid documents, conducts pre-bid meetings, and analyzes safety records. Prepares documentation for contract award. Conducts construction progress meetings, oversees construction and performs quality control; reviews and approves construction schedules; reviews and approves contractor payments, reviews, negotiates, and recommends approval of proposed change orders for entitlement, cost, and time; prepares cost estimates, reviews shop drawings, ensures timely and appropriate RFI responses, and issues field orders and RFP's. Routinely visits site to ensure construction QC and conformance to construction documents. Tracks CPM schedule prepared and updated by the contractor. Coordinates all aspects of project close-out activities, including but not limited to, punch list, training, O&M/As-builts, bond/permit release, final completion and end of warranty inspections. The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to end users and project stakeholders.

The full salary range is listed for the pay grade. Job offers will be made based on multiple factors, to include but not limited to, candidate qualifications exceeding the advertised minimum qualifications and meeting the advertised preferred qualifications as determined by the hiring agency, the agency's available budget, and review of internal equity.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license is required.
  • Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. A selected candidate licensed in another state will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. 4 years of project management experience on various scale projects ranging from small interior renovations to upwards of 50,000 SF of new build. Experience includes planning, scope, budget development, site assessment, coordinating land acquisition, consultant selection, negotiations, contract management, design, quality control, and construction administration.
  2. Management experience with the approval and permitting phases of the development process, including land use and entitlement process to ensure approvals are in line with County proprietary and regulatory requirements
  3. At least two years of experience of local, federal, and state building and site development codes.
  4. Experience with financial and budgetary planning at the project and program level.
  5. Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project.

PHYSICAL REQUIREMENTS:
Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Ability to hear normal construction alarms and verbal warnings on active construction sites. Ability to produce handwritten and typed documents. Ability to lift up to 30 pounds. All duties performed with or without reasonable accommodations.
