Summary

As a HR Specialist (Compensation) at the GS-0201-9, you will be part of ES Pay and Leave, Office of Personnel Management. If selected, you will complete a variety of developmental pay and leave policy assignments designed to prepare you to serve as expert in Federal Pay and Leave Administration.

Responsibilities

To carry out these program responsibilities, we are seeking a candidate who is able to quickly assimilate complicated information and who excels in and is energized by research, analysis, problem solving, and writing. The candidate will work as part of collaborative environment assisting higher level staff with the administration of Federal pay and leave programs by performing some or all of the following duties:
  • Researching and analyzing laws, regulations, guidance, and other materials pertinent to Federal pay and leave administration.
  • Development and interpretation of general statutory and regulatory requirements for pay and leave programs.
  • Providing guidance to agencies on policy and program issues relating to pay and leave administration.
  • Conducting research and producing talking points, position papers, correspondence, memoranda, and other written products.
  • Writing correspondence, reports, research findings, decision papers, and policy documents.
  • Reviewing legislative proposals to assess impact on Government-wide and agency-specific pay and leave programs and policies.
  • Responding to email and telephone inquiries that require application of clearly defined areas of pay and leave administration.
  • Analyzing employment trends in the Federal and non-Federal sectors.
  • Evaluating Government-wide and agency-specific pay and leave policies and programs through the collection and analysis of statistical information.
  • Participating in meetings, conferences, and training courses to broaden knowledge of pay and leave administration issues, policies, and practices.

Qualifications

Applicants must have one year of specialized experience at the GS-07 grade level (or equivalent) performing compensation analysis, research, interpretation, and guidance to advise higher level staff on compensation programs.
OR

Have a Master's degree, or two full years of progressively higher graduate level education leading to such a degree in a related field such as: Paralegal Studies, Public Administration, Public Policy, Human Resources.

OR

Have an equivalent graduate degree such as LL.B or J.D degree.

OR

Have a combination of graduate level education and specialized experience.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-9 level.
