Summary

This position is located in the Infrastructure Security Division (ISD) within the Cybersecurity and Infrastructure Security Agency (CISA). The Infrastructure Security Division focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; State, local, tribal, and territorial (SLTT) officials; and other Federal agencies.

Responsibilities

The Associate Director for Chemical Security leads ISD's Chemical Security Subdivision and CISA's national operations in the chemical-security arena---including all aspects of the national management and operations of the Chemical Facility Anti-Terrorism Standards (CFATS) regulatory program.

Specific responsibilities include:

Provides strategic vision, guidance, and direction to ensure the effective national operation of one of DHS's flagship regulatory frameworks, the Chemical Facility Anti-Terrorism Standards (CFATS) program.

Manages and orchestrates the broad range of tasks and activities that underpin not only the CFATS regulatory regime, but also is responsible for establishing and executing a program of voluntary initiatives, activities, and incentives to foster security among chemical facilities that are not subject to the full regulatory requirements of CFATS, thereby ensuring a sustainable, national chemical critical infrastructure risk management program.

Serves as the principal Department spokesperson for CISA's chemical-security programs and activities, providing regular updates at stakeholder conferences and in other widely-attended forums; testifying before congressional committees; briefing Agency leadership, White House, and Congressional staff; and participating in news media interviews.

Leads U.S. Government interagency working groups as well as international forums focused on Chemical Security, to include-as applicable-the Global Congress on Chemical Security and Emerging threats, the G7 Global Partnership Chemical Security Working Group, and the EU-US Explosives-Precursors Working Group.

Makes managerial and technical decisions required for successful program execution, administration, and management. Exercises management control and leadership of CFATS and CISA's other chemical-security initiatives and activities, both at the national program level and with respect to the implementation of the programs by both headquarters and regional personnel, working as applicable in coordination with CISA's Integrated Operations Division and Stakeholder Engagement Division.

Provides guidance and direction to subordinates in the broad areas of EO/EEO, human resources programs, and employee development to ensure ISD's efforts-and those of the Chemical Security Subdivision--in these areas achieve the goals of the designated programs.

Assesses and guides efforts of supporting activities, including contractors and personnel detailed to the ISD's Chemical Security program from other DHS organizations and other government agencies.

Ensures plans and programs are budgeted for and are ready for implementation to support ISD and OCS goals and milestones.

Meets with senior officials of the White House, the National Security Council, other Cabinet level agencies, and Congressional committees regarding planning, allocation of resources and development of long range goals and objectives which support DHS and the federal government's goals and milestones regarding protection and preparedness of the nation's high risk chemical facilities, other critical infrastructure sector partnerships, information sharing, and risk management programs.

As a basic requirement for entry into the SES, applicants must provide detailed evidence of possession of each of the Executive Core and Technical Qualifications listed below in a supplemental statement to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed above.

The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications.

This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
