Summary

This position is in FRA's Office of Railroad Policy & Development (RPD), which is responsible for Federal investment and assistance to the rail industry as well as the development and implementation of policies concerning intercity rail passenger service. RPD also sponsors research and development activities to advance science and engineering to improve the technology for railroad safety and work.

Responsibilities

The Writer-Editor:
  • Draft and edit content for FRA's external website, internal newsletter, talking points for senior leadership, fact sheets, briefers, correspondence, and other communications materials
  • Work with subject matter experts to create visually interesting presentations for internal and external stakeholder events
  • Serve as a liaison to FRA's Public Affairs and Governmental Affairs Offices; and assist in coordinating responses to media and legislative inquiries with input from subject matter experts
  • Coordinate and track responses to requests for information from senior leadership
  • Assist in tracking correspondence in FRA's electronic correspondence management system

IDEAL CANDIDATE STATEMENT:

The Writer-Editor will join FRA's RPD Strategic Communications Team. The ideal candidate is a communications professional with demonstrated success working in a fast-paced, high visibility, executive level communications program. Critical skills for success in this position include strong writing and editing capabilities with a variety of documents for internal and external stakeholders. Other skills for success include the ability to manage multiple projects with fast-turn deadlines, design and execute innovative communications plans and activities, build and maintain collaborative working relationships among internal and external stakeholders, function well as a member of a diverse team, and streamline business processes. Examples of relevant experience include serving as a communications specialist with a communications firm or government agency where you worked on the development and production of presentations, newsletter articles, fact sheets, website copy, briefers, responses to correspondence, reports, and other communications products for senior leaders, elected officials, industry stakeholders, and/or the public.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS- 09 it must include:
  • Drafting and editing content for websites, newsletters, talking points, fact sheets, briefers, correspondence, and/or other communications materials.

To qualify for the GS-11 on Education alone, you must have:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS- 11 it must include:
  • Drafting and editing content for websites, newsletters, talking points, fact sheets, briefers, correspondence, and/or other communications materials.
  • Experience in reviewing and editing correspondence to ensure responsiveness, completeness, appropriateness of style and tone, grammar, and
  • Experience in acquiring information about different subjects and in analyzing, selecting and presenting the information in a style, manner and format best suited to the requirements of the designated medium, often translating technical information for a lay

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS- 12 it must include:
  • Drafting and editing content for websites, newsletters, talking points, fact sheets, briefers, correspondence, and/or other communications materials
  • Experience serving as the technical authority for the proper and expeditious action on senior executive level correspondence and documents, AND serving as the technical expert for advising on, developing and/or modifying agency-wide writing and editorial policy and
  • Experience developing business processes around communications (such as correspondence management) or acting as a writer editor tasked with drafting business processes in other subject matter/functional areas

You cannot qualify on education at the GS-13 level; you must have experience.
