Responsibilities

As a Supervisory Statistician, you will:

- Initiate, formulate, plan, and execute analytic research projects. Lead teams (statisticians, IT specialists, and program analysts) on selected quantitative research and statistical studies or projects related to statistical computation in OIG oversight projects.

- Provide expert technical advice to peers and senior managers within and outside of OIG on statistical methods and techniques, direction and assistance to staff on the methods, adequacy, and completeness of analyses for OIG oversight projects.

- Develop technical material for and/or conduct training sessions for Data Analytics and other OIG personnel on statistical methods and their application.

- Perform quality control reviews to ensure that team research methodology is appropriate and correct, and conducted in conformity with generally accepted government auditing standards (GAGAS), other applicable standards, and OIG policy; mentor junior staff on research design, programing and analytical techniques used by the OIG.

- Review major OIG reports to assure that the statistical portions effectively support findings and recommendations are adequately presented and that the agency responses using quantitative analysis techniques are accurate and valid; keep abreast of statistical developments and best practices through independent research, networking, conferencing and other avenues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

- Applying statistical technique and/or method analysis to data to draw conclusions; AND
- Conducting research and preparing preliminary write-ups of findings; AND
- Communicating statistical concepts at various levels in person and in writing; AND
- Mentoring and leading staff and projects.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

You must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit).

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
