Responsibilities

You will serve as a Program Analyst (Training Manager) in the CG CR Directorate providing expertise in administering the Civil Rights Training Program.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Planning, administering and managing the Training Program for the Coast Guard's Civil Rights Directorate. Includes managing training courses, funds and quotas needed to ensure professional development of the Directorate's military and civilian workforce; identifying which employees need required training and directing all aspects needed to ensure course/training completion, including identifying dates, locations, training schools/sources, coordinating & prioritizing with leadership & training providers, arranging special accommodations, and follow-up with record keeping & administration. Develop and execute long and short term plans to accomplish training needs. Serve as the primary training program expert in the Civil Rights Directorate.
  • Serving as the lead for managing and administering all resources associated with training. Includes identifying training sources, procuring seats/quotas and managing associated finances and budget. Maintains close partnership with supporting commands, contracting offices, training centers, commercial schools, etc. Serves as COR for training contracts.
  • Evaluating the effectiveness of the Coast Guard's Civil Rights training program based on evaluative criteria set in policies, Instructions, executive orders, directives, laws and regulations Issued by the Coast Guard, the Equal Employment Opportunity Commission, the Office of Personnel Management, and the Department of Homeland Security.
  • Identifying and maintaining performance metrics for Equal Employment Opportunity/Equal Opportunity training courses to measure program.
  • Representing the Civil Rights Directorate at Coast Guard, joint-service, industry, or any other meeting regarding Civil Rights training program.
  • Serving as the authority for establishing guidelines and policy for evaluation and quality assessment of new or modified civil rights instructional programs and communication outreach strategies to the service at large to increase visibility of training requirements and course availability.
  • Serving as the primary Climate Survey expert in the Civil Rights Directorate, in order to develop, implement and analyze climate surveys.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

At the GS-12 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of program operations; utilizing qualitative/quantitative methods for assessment and improvement of program effectiveness; conducting management studies/reviews; working with integrated teams to support projects; monitoring learning tools including e-Learning initiatives to create informative training programs that enhance employee participation and meet learning objectives; and knowledge of Equal Employment Opportunity and Equal Opportunity laws, Executive Orders, policies and regulations and the ability to integrate this information into desired training program goals; including development of course content to achieve performance objectives

You will receive credit for all qualifying experience, including volunteer experience.
