The individual will support the Case Management Systems Office (CMSO) in system design and development efforts by providing MVC framework (.NET and Angular) and Web Forms development supporting software products developed within the CMSO, developing code to meet or exceed established code quality standards, participating in code reviews, establishing and/or maintaining code repositories, developer testing, providing development leadership on agile teams, and documenting technical material.

The individual will provide support to the office in an Agile environment and may serve on one or more Agile teams composed of IT professionals (both government employees and contractors) in all aspects of design, development, quality testing, and deployment to our user community. This is a hands-on position and may require interactions with internal partners, courts, and administrative staff from both a technical and business perspective. This role includes working with Product Owners and agile teams in developing features from user stories and acceptance criteria, informing the team of modern implementation approaches, and researching and resolving production issues.

The application environments are 24/7/365 and work may be required outside of normal business hours. It should be noted that this is a non-supervisory position. The duties of the position may include, but are not limited to:
  • Developing IT applications using various MVC frameworks (.NET and Angular 8), Node.js, and .NET Web Forms.
  • Evaluating, implementing, and updating third party frameworks, libraries, and tools to meet product requirements.
  • Developing microservices, APIs, and micro front-end components.
  • Developing device and browser agnostic UI/UX design, using United States Web Design System (USWDS), and promoting development solutions that support excellent user experiences.
  • Working with .NET Core/Standard, CSS, and JavaScript.
  • Working with SQL Server table structures, including developing queries (SQL, TSQL, XML), stored procedures, functions, data encryption, and connections.
  • Integrating solutions with external applications, services, and databases to provide stable and secure access to data and functionality.
  • Developing legacy and modernized IT solutions for integration and deployment with production applications.
  • Interacting with internal and external stakeholders, IT specialists, contractors, and others to develop and implement optimal technical solutions given time, budget, and cost constraints.
  • Working with product owners, program managers, developers, testers, and end-users to ensure application designs meet business requirements.
  • Assisting with refining the product backlog and providing estimates of the scope of work involved to implement specific requirements/user stories.
  • Providing system analysis and resolution for production issues and bugs.
  • Participating in code reviews and collaborating with other development team members to define and explain solutions.
  • Working as a member of Agile teams, using Scrum and SAFe Framework.
  • Working with Azure DevOps server configuration.
  • Working on special projects as required.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in performing application development related activities using .NET and open source models leveraging DevOps tools and practices to develop high quality code releases to production environments.
