The primary purpose of this position is to perform the duties of the Technical Director on the Regional Strategy Team in the Strategy Division partnering with the team lead to provide senior Air Force Leaders with objectively based information for making strategy, planning and programming decisions pertaining to the force structure and development of the US Air Force.

Responsibilities

  • Serves as the Technical Director, as well as strategy planner, analyst and advisor; to the Chief, Strategy Division and partner with the Regional Strategy Team lead for all issues, policies and concerns related to trans-regional efforts.
  • Assists the Chief, Strategy Division, by providing a trans-regional focus in formulating, reviewing, and evaluating policy, strategy, plans, programs, funding, and investment procedures.
  • As Regional Strategy Team Technical Director, represents A5SS and A5S to a wide variety of internal and external officials.

  • Work will occasionally require travel away from the normal duty station on military or commercial aircraft, as well as other types of travel under conditions specified in the DoD joint travel regulations and DoD memoranda.
  • The incumbent is expected to travel with prior notice, often to high-level meetings with other services, contractors and the operating commands and activities to obtain resolution to problems for which decisions would have significant consequences.

  • This is a special sensitive position and requires a Top Secret/SCI clearance and possible access to special access required data.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes the ability to apply leadership and management techniques in order to process complex problems and processes; and the ability to apply qualitative and quantitative methods to assess and improve plans and programs for conducting major operations. Mastery of advanced management and organizational principles and practices. Knowledge of service-level planning, and programming and how it impacts service strategic planning. Thorough knowledge of DoD and service-level planning and management processes in support of service strategic planning efforts. Thorough knowledge of organizational relationships within OSD, the Joint Staff, and the headquarters staff.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of various aspects of DoD-wide strategies, policies, as well as service program and planning goals/objectives, specifically related to regional planning and coordination. Understands the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions.
2. Knowledge of the Department of Defense National Defense Strategy process; service Strategic Planning and Programming Process, policy, procedures and schedule for developing service annual planning and programming guidance.
3. Ability to synthesize complex, and often competing, information and viewpoints to determine best course of action. Advocate recommendations across entire staff element and to senior leaders.
4. Skill in analyzing issues and formulating solutions to problems requiring critical thinking. Understands the nature of U.S. primary adversaries as identified in guidance and how to work with allies and partners to achieve national strategic goals and compete.
5. Ability to work as part of an integrated team working with one or more organizational segments to meet program requirements and objectives.
6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
7. Knowledge of DoD-wide objectives and capabilities; perspectives on the present and future international security environment, and methods of evaluating the effectiveness of war games. Knowledge of pol-mil processes and experience in at least one combatant command region.
8. Knowledge and ability to consolidate various information sources to support strategy development, participation in studies and war-games, and overall development, assessment, and improvement of service-wide plans, concepts, and war games.
9. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
