Duties

Summary

This position is located on the HR Information Systems and Solutions Division of the Office of
Human Resources. The incumbent is a Human Resources Specialist (Information Systems) who
applies basic knowledge of the field of Federal Government human resources management and
specialized expertise in the use of automated human resource systems to enhance the
productivity and efficiency by maintaining and modernizing these systems.

Responsibilities

Duties include, but are not limited to:
  • Preparing required reports; preparing and conducting briefings and training on automation issues.
  • Advising users and managers of the scope and variety of functions that are included in the automated human resources data system.
  • Working with human resources systems users to identify and correct invalid data utilizing all means available. Analyzes errors, studies actions and reports for accuracy and completeness, and follows up to insure corrective action is accomplished.
  • Assisting with managing automation enhancements to address the special needs of agency's human resources systems and provides technical guidance to system users.
  • May represent the agency at meetings, conferences, workshops and training sessions relating to the various aspects of the automated system and the database.

Qualifications

Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-11), which is directly related to this line of work. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Listed below are the experiences, skills, abilities, and knowledge, which MUST be addressed within the applicants resume in order to be considered:
  • Experience with automated Human Resources Information Systems;
  • Processing computer software system development and integrating such with knowledge of personnel actions to provide development, installation, and maintenance of the automated human resource systems;
  • Assessing automated personnel and payroll interface programs effectiveness, evaluating system performance, troubleshooting problems, drawing conclusions and recommending appropriate corrective action; and
  • Knowledge of other functional areas covered by the systems, such as Equal Employment Opportunity, Biographic Register, Training, Electronic Human Resources Integration, Human Resources Operations, Labor Relations, Payroll and Security.


Education

There is no specific educational requirement and applicant cannot substitute education for experience at this grade level; however, academic achievements, especially those related to the position, may be considered during the selection process.

1. Current USAGM career or career-conditional employees MUST submit a copy of their latest SF-50, Notification of Personnel Action and/or a copy of the SF-50 that reflects their grade level, competitive service, and permanent - career or career-conditional tenure; or, you will not be considered under the Merit Promotion process.
