Responsibilities

The NRO will make selections at the GG-14 level for this position

As a PROGRAM MANAGER (DEPUTY DIRECTOR, OFFICE OF CONGRESSIONAL AND PUBLIC AFFAIRS) you will be responsible for the following duties:
  • Directs and coordinates the activities of a combined government and contractor augmented staff of professional and management support personnel in grades GG/GS-14 and below to insure program priorities, plans, and objectives are met.
  • Maintains cognizance with other services and DoD policy and plans, and keeps staff and support personnel informed of changes.
  • Works closely with leadership in providing continuity of operations, in assessing mission and work requirements, and in developing plans, goals, and objectives.
  • Provides guidance and technical direction to peers and senior leaders on the most effective way to resolve complaints, concerns, disconnects, and technical challenges in the development of overall acquisition packages and the conduct of requisite staffing to ensure the greatest likelihood of success at each point of an endeavor.
  • Provides technical and administrative oversight for the execution of operational, personnel and position management responsibilities.
  • Periodically reviews position structure of the entire organization and work assignments for immediate subordinate positions for propriety and to assure that positions are established to provide optimum balance between economy, efficiency, and skills utilization.
  • Participates in analyzing and evaluating major program goals and objectives.
  • Provides advisory services to project managers on requirements management, risk management, schedule managcmcn1, change control and configuration management.
  • Identifies problem areas, coordinates corrective action, and directs changes to implement improvements as necessary.
  • Participates in developing and revising processes to accomplish project goals and objectives.
  • Represents the Unit in meetings, working groups, and committees with other military services, Government agencies, and commands in connection with major policy and procedural matters and on matters involving information management as it pertains to assigned programs.
  • Secures classified information in accordance with E.0.13526.
Highly desired:
  • Previous legislative liaison experience working for an Intelligence Community or Department of Defense element or providing legislative support to a US Government agency.
  • Previous experience serving on the staff of a Congressional committee or Congressional member office, with deep understanding of the legislative process and appropriations cycle.


Travel Required

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

This position is an Senior Level DCIPS position. DCIPS Senior Level positions include GG-14. The NRO is accepting applications from both current GS/GG-14 Federal Government employees and non Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-14, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.
