Summary

This position will be assigned to work within one of three Peace Corps geographic regions and will be responsible for informing the Chief Administrative Officer (CAO) and Senior Staff on the Region's budget adherence and implementation efforts under appropriated and diversified funding initiatives such as PEPFAR, Feed the Future, Global Education Framework, CDC's Saving Mothers, Giving Life, etc. The incumbent also serves as Acting CAO during periods of CAO absence.

Responsibilities

The Management and Program Analyst assists the Chief Administrative Officer (CAO) and other Senior Staff in the Region with:
  • Financial planning and management of the Region
  • Oversight of all financial and administrative procedures at headquarters
  • The administrative/budgetary sections within host country post operations
  • Managing and directing all major activities involving Volunteer Years and Trainee Inputs
  • Providing oversight on internal funding of Programming and Training activities
  • Managing and planning staffing at headquarters and overseas posts

The Management and Program Analyst also performs the following major duties:
  • Serves as an organizational expert and works closely with internal offices on budgeting, financial management issues, proposed changes and activities including PEPFAR and other diversified funding agreements in the Regions.
  • Analyzes data from a variety of sources to prepare reports reflecting regional patterns and trends of PEPFAR and other diversified funding sources.
  • Provides assistance to overseas posts in the development and execution of annual budgets.
  • Assists in reviewing post audits and investigative reports to determine appropriate changes and corrective action required.
  • Assists in implementing new agency administrative programs and systems within the organization, such as the application of new budgetary procedures, or implementation of new standards.
  • As necessary, performs visits to country programs to provide temporary assistance.
  • Serves as an integral part of an organization's management team. Provides financial and administrative program advice to CAO and other Senior Staff. Recommends approval or disapproval of requests for resources to the CAO.
  • Assists with coordination and tracking of travel and logistics for the region.
  • Serves as a Purchase Card Holder for the Region.


Travel Required

Occasional travel - As necessary, the Management and Program Analyst performs visits to country programs to provide temporary assistance. This may require travel to remote locations in developing countries.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Qualifications

Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees), must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at two (2) grade levels:

FP-4

Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-09/10 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience monitoring, researching, analyzing and evaluating the development, formulation and/or execution of budgets for varied departments within an organization; experience utilizing principles, concepts, methods, and techniques of budgeting in order to conduct work; analyze trends across annual and multi-year budget estimates in order to provide advisory services for assigned departments (e.g. providing recommendations on allocations, recognizing problems and delivering viable solutions); experience providing training, guidance and the interpretation of new or revised policy to lower level specialists within the work unit, as well as presenting budget-related recommendations to senior staff and/or working groups within the organization to improve procedures.

FP-5

Qualifying experience for the FP-5 level includes one year of specialized experience at least equivalent to the FP-7 or GS-07 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Demonstrated knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources; Experience in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Demonstrated skill in conducting detailed analyses of complex functions and work processes; Experience presenting staffing recommendations and negotiating solutions to disputed recommendations.

Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR L.L.B. or J.D., if related.
