A successful candidate will serve as a Physicist in the Office of High Energy Physics (HEP), within the Office of Science and will manage, coordinate and communicate activities relating to advanced data analytics and/or machine learning for the HEP program.

Responsibilities

As a Physicist, you will:

At the GS-14 level:
  • Serve as a scientific authority on high energy physics and technical authority in various aspects of science program management; review policies for merit-based peer review, facilities science, technology reviews and laboratory appraisals; organize funding allocations and serve on scientific advisory committees.
  • Examine and ascertain research needs and opportunities of the research program against scientific and technological advances and of potential needs of an office.
  • Represent an office on committees composed of agency, interagency, and government personnel on programmatic issues or interests; consult and negotiate with leading government and scientific personnel both nationally and internationally on sensitive issues and complex issues.
  • Prepare, justify, and support portions of the budget relating to the research program. Develop, coordinate, and organize funding allocations; ensure recommendations for program operations are considered in the organization's budget request.
  • Develop and prepare analytical documents and presentations to communicate with top management higher echelons of government on the status of programmatic phases and new developments and opportunities.

At the GS-15 level:
  • Serve as a Program Manager determining scientific focus and direction on high energy physics research, preparing calls for proposals, organizing independent peer reviews, recommending funding allocations, organizing stakeholder meetings, serving as a liaison on committees, and monitoring scientific progress of the program.
  • Examine and ascertain pioneering research needs and opportunities of the research program against scientific and technological advances and of potential needs of the Agency.
  • Organize, and/or lead committees composed of agency, interagency, and government personnel; consult and negotiate with leading government and scientific personnel both nationally and internationally on sensitive and complex issues.
  • Prepare, justify, and support portions of the office's budget relating to the research program; develop, coordinate, and organize funding allocations; ensure recommendations for program operations are considered in the organization's budget request.
  • Develop and prepare analytical documents and presentations to communicate with top management and higher echelons of government on the status of programmatic phases and new developments and opportunities.

  • This position will be filled under the OPM Government-Wide Direct Hire Authority Certain STEM Positions for grades GS 11-15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330.
  • Selection made under this announcement may be processed as a new appointment to the Civil Service.
  • Status and Non-Status applicants from outside DOE selected for this position are required to serve a mandatory one (1) year probationary period. A DOE career status employee selected for this position may be required to serve a new one (1) year probationary period, pursuant to 5 CFR 315.802.

Qualifications

Basic Requirements:
A. Degree: physics; or related degree that included at least 24 semester hours in physics.
OR
B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

In addition to meeting the basic requirements above, applicants must meet the specialized experience as identified below.

SPECIALIZED EXPERIENCE REQUIREMENTS

GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as: experience providing input toward planning, coordination, implementation, and evaluation of programs and projects in the area of high energy particle physics or closely related research areas, including but not limited to scientific computing; providing recommendations on the development, coordination, and organization of funding allocations; representing an office and meeting with senior management officials, university, laboratory, and professional groups on high energy physics issues.

GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-14, in the Federal service. Specialized experience for this position is defined as: experience organizing independent peer reviews, recommending funding allocations, monitoring scientific progress of high energy particle physics research and/or related scientific computing; experience planning, coordinating, implementing, and evaluating research program and projects in the area of high energy physics; consulting with scientific personnel both nationally and internationally on sensitive issues and complex areas of importance, such as simulation/reconstruction/analysis and data acquisition.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Knowledge of and ability to plan, budget, justify and allocate funds among a variety of competing programs and requirements.

Ability to organize and direct diverse groups to solve highly complex scientific problems and to identify key synergisms/leverage points that will facilitate major scientific breakthroughs.
Ability to negotiate, coordinate, and resolve highly complex or controversial scientific and technical issues related to budget planning, defense and execution.
Ability to communicate in writing, develop position papers, communication strategies, and public documents.
