What General Information Do I Need To Know About This Position?

This position is located in the Departmental Ethics Office and will provide ethics guidance and advice and ethics training to the Office of the Secretary and the Office of the Solicitor employees.

  • GS-12 $86,335 (Step 1) to $112,240 (Step 10);
  • GS-13 $102,663 (Step 1) to $133,465 (Step 10);
  • GS-14 $121,316 (Step 1) to $157,709 (Step 10);

NOTE: First time hires to the Federal Government are typically hired at Step 01.

As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Departmental Ethics Office located in Washington, D.C. your specific duties will include:
  • Serves on the Training, Education, and Communications Branch for the Departmental Ethics Office;
  • Conducts training on federal ethics rules to employees across the country;
  • Assists the head of the Training, Education, and Communications Branch in developing ethics training materials using various mediums;
  • Assists in ensuring that ethics training goals for employees are met to include creating and presenting such training;
  • Assists with coordinating training activities of bureau ethics teams;
  • Develops content for DOI Ethics Mobile App and DOI Ethics website;
  • Serves as a legal adviser for the Department and advising on all legal issues pertaining to Government ethics, including criminal conflict of interests laws, Executive Branch Standards of Conduct and the Hatch Act;
  • Writes opinions for the Designated Agency Ethics Official in response to requests from current or former employees;
  • Reviews public and confidential financial disclosure reports and recommending appropriate action for resolution of potential conflicts in cautionary guidance or recusal memoranda.
  • Ensures that information regarding possible violations of law is referred to the Office of Inspector General (OIG) as required, referring other matters for OIG investigations as appropriate and providing technical assistance to the OIG in the analysis of potential ethics violations;
  • Reports on effects of changes in law or regulations on the operations of the Department's programs and ethics implications of such changes and make recommendations for improvement.

Basic Qualification Requirements
Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

Applicants must also meet one of the following:
  • possess at least 1-year of professional legal experience following law school graduation; OR--have a second professional law degree; OR
  • meet any of the criteria indicated below:
    • academic standing in top one-third of law school graduating class;
    • graduation with academic honors;
    • significant participation on the law school's law review;
    • significant participation in the law school's moot court competition;
    • significant participation in a clinical legal aid program;
    • significant summer law office clerk experience; or
    • other equivalent evidence of clearly superior achievement.

GS-12/13/14: In addition to meeting the basic qualification requirements described above, applicants must also have the following additional years of professional legal experience for the grade level indicated:
  • GS-12 = 1 year
  • GS-13 = 2 years
  • GS-14 = 3 ½ years
