Bank Regulatory and Policy Senior Counsel

Capital One's Bank Regulatory and Policy team is looking for an experienced attorney to join its team.

Our team helps Capital One navigate and influence policy change, advises on the safety and soundness requirements impacting the enterprise, and provides consumer legal advice to Capital One's commercial rediscount lending business, Loss Mitigation, Enterprise Risk Management, Credit Review, and Audit teams.

Within that portfolio, we are seeking a Senior Counsel to assist with a broad range of matters, including:
  • Identifying and understanding policy change relating to consumer regulatory issues;
  • Identifying, convening, and leading internal stakeholders, across business lines and seniority, to understand the relative prioritization of these changes and the identification of the appropriate response;
  • Partnering with Capital One's Regulatory Relations, as well as our Government Policy & Affairs Group, to form a cohesive enterprise perspective and policy strategy that draws on the company's wide range of resources;
  • Representing Capital One with respect to external stakeholders, such as trade associations, peer institutions, Congressional offices, and regulators, to execute our policy strategy;
  • Developing a reputation as a pragmatic "thought leader" for matters within the consumer regulatory space;
  • Assisting with product advisory and policy matters, where appropriate, relating to consumer regulatory issues -- particularly involving changing policy developments;
  • Potential and interest in taking on responsibilities relating to regulatory matters outside of the consumer portfolio.


Basic Qualifications:
  • Juris Doctor and member in good standing of at least one state bar
  • At least 5 years of law firm, government agency, banking trade association, or in-house legal department experience (or a combination of the four) with a primary focus on consumer regulatory issues.


Preferred Qualifications:
  • Proactive issue spotting and problem solving; appreciating the issue at hand and its broader implications-and driving solutions to both;
  • Ability to influence audiences at a variety of levels, through a combination of knowledge, clear oral and written communication of complex issues, and an appreciation of understanding the audience members' context;
  • Demonstrates a strategic voice in implementing frameworks, proposing solutions to complex, ambitious, and strategic problems, and ensures solutions that address multiple perspectives;
  • Leveraged as an expert outside of core area, with advanced proficiency in particular areas;
  • Handles ambiguity well, grounds decisions in analytics and common sense, makes/informs complex decisions requiring consideration of multiple factors, and anticipates and addresses stakeholder reactions;
  • Strong project manager, who is comfortable leading senior collaborators and stakeholders "from behind";
  • Lifelong learner, who is excited to take feedback and coaching from a wide range of stakeholders; and
  • Active and gifted collaborator across teams who anticipates the needs of others and gets issues resolved across organizational boundaries.
