Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Advisor for MCHB's Division of Child, Adolescent and Family Health, Adolescent Health Branch, your major duties and responsibilities include the following:
  • Serving as a Division expert and coordinator in providing intellectual leadership and focus relative to maternal health; the delivery of public health services to at-risk populations; comprehensive family systems; and improving outcomes for children through positive, nurturing, and healthy parenting.
  • Participating in the development of program goals, objectives, priorities, and activities related to the management and integration of child and adolescent health programs.
  • Establishing and maintaining relationships with entities, both inside and outside the Federal Government concerned with the promotion of child and adolescent health and prevention of disease and injury among children and adolescents, with special emphasis on the development and implementation of family-centered, comprehensive, coordinated, community based and culturally competent systems of care for such populations.
  • Reviewing and assessing the effectiveness of current public health policies and determining where new or changed policies are required to effectively execute public health programs, missions, and functions.
  • Providing Division leadership with recommendations to improve and/or overcome shortfalls and deficiencies and formulates alternative courses of action for the solutions of complex cross-cutting issues.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

  • In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: Serving as an authority on child and adolescent public health programs, policies, and initiatives; serving as a lead or primary liaison or advisor to stakeholders to ensure effective exchange of ideas, suggestions, or issues focused on improving, expanding and enhancing child and adolescent health care programs; and, conducting analyses of state or local child and adolescent public health programs or initiatives to provide recommendations that support the establishment of new, revised or modified policies and procedures for such programs.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
    • CHILD AND ADOLESCENT HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of child and adolescent-related health program services and organizations as well as the policies that impact health programs and reimbursement of health services.
    • HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.
    • PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determines short-or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
