Responsibilities

DUTY 1
In a Career Broadening capacity, manages the integration of Civil Engineer functional data and information from authoritative data sources for Headquarters A4C, Civil Engineer, OSD, SAF, and other Civil Engineer organizations for the purpose of responding to formal inquiries from within and outside of the organization.

DUTY 2
In a Career Broadening capacity, serves as functional consultant and represents the Integration Division and its sister divisions in matters relating to civil engineering and installation support functional areas.

DUTY 3
Performs Career Broadening assignments involving data and information management and integration, planning, and organization and participates in the Business Process Reengineering and other process improvement efforts.

DUTY 4
As a Career Broadener, exercises independent judgement to apply functional knowledge of a broad range of qualitative and quantitative analyses of Civil Engineer programs and policies.

DUTY 5
As a Career Broadener, serves on teams and working groups composed of various functional disciplines engaged in developing and recommending proposals and implementation plans associated with weapon system bed downs, mission realignment and change.

  • A working knowledge and practical experience using Civil Engineer authoritative data sources, such as CE Cash, as well as a thorough grasp of theory to identify and define the nature and scope of obscure problems is required.
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
  • U.S. Citizenship is required.
  • Mobility is a condition of employment. Employee must sign AF-wide mobility agreement.
  • The work requires the incumbent to obtain and maintain a secret security clearance.
  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
  • The individual may be required to work remotely (telework) as directed by local authorities.


Qualifications

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent in other pay systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth ability to apply a working knowledge of Civil Engineer and Installation Management organizational concepts, principles, requirements, technology, and programs to independently manage assigned program areas.
2. Knowledge of a broad range of problem solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering.
3. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations.
4. Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance.
5. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals both in person and virtually (teleworking).
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, plan, organize and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
