Summary

Incumbent serves as the Safety, Occupational Health and Fire Protection Manager and is responsible for the development of a comprehensive Safety, Occupational Health, Industrial Hygiene, Environmental and Fire Protection Program for a large medical center engaged in a diversity of programs, including medical, psychiatric, alcohol/drug abuse, and research.

Responsibilities

  • Plans, organizes, and administers a series of comprehensive inspections of the Medical Center's facilities in patient care areas, laboratory areas, construction areas, engineering shops, offices, as wells as community homes, and nursing homes.
  • Investigates and analyzes accidents and safety reports from services and evaluates the casual factors and environmental conditions that lead to accidents.
  • Responsible for the development, implementation and maintenance of a comprehensive Safety, Occupational Health, Fire Safety, and Emergency Management Program for the Medical Center.
  • Responsible in assuring compliance with federal, state, and local regulations concerning management of hazardous materials and waste from the point of entry.
  • Evaluates the effectiveness of Safety, Occupational Health, Environmental Management and Fire Protection activities and provides consultation and training where needed to improve performance.
  • Identifies, evaluates and recommends means for controlling a wide variety of safety issues associated with occupational or patient care activities.
  • Issues notices of unsafe working conditions to management when inspections findings warrant and recommends methods for hazard abatement and correction of unsafe condition.
  • Responds to and investigates employee, patient, or visitor complaints relating to safety issues.
  • Performs other duties as assigned.
Work Schedule: Monday - Friday, 8am - 4:30pm. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying federal and state Safety and Occupational Health, Fire Protection, Industrial Hygiene and Environmental laws, statutes, policies, regulations, standards, operational directives and methodologies to plan and carry out a facility-wide program, providing guidance, direction and technical assistance to all managers and supervisors.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Incumbent accomplishes on-site visit throughout the facility and requires moderate physical exertion, including transporting equipment, climbing, standing, walking and bending, as well as using personal protective devices and occasional work in confined spaces. The work is performed in an office setting with frequent exposure to a wide variety of hazards found in health care areas, laboratories, shops, construction sites and areas with possible exposure to operating machines, equipment, hazardous materials, high noise levels, dust and chemicals. Travel accomplished usually is to attend meetings, seminars, and other activities related to the position.
