Interprets, conveys, and defends FDIC's policies and practices to Congressional and White House staffs and their constituents. Serves as the primary point for the Chairman's Office on FDIC responses to all other written correspondence for the Chairman's signature. Serves as OLA's advocate on various Corporation policies and practices with respect to oral and written inquiries from the Congress and the White House regarding constituent matters. Keeps abreast of the Corporation's stance on various policy matters with senior level management officials, such as the Deputy to the Chairman and the chief of Staff. Establishes and maintains liaison with Congressional staffs on issues and legislation of mutual interest and concern. Serves as OLA liaison with Corporation Divisions and Offices concerning appropriate responses to congressional inquiries.

Evaluates questions and concerns of the Congress and how available information can best be used. Originates letters communicating the details of FDIC's responses to Members of Congress. Reviews and analyzes FDIC positions and the positions of various Members of Congress. Reviews and evaluates sources of information and identifies issues that should be addressed by the Corporation with Members of Congress. Conducts research and provides background information as requested for use in preparation of testimony and other public statements by the Chairman and other Corporation officials. Coordinates the gathering of information to be used in any major congressional response and any OLA response to Freedom of Information Act requests.

Assists in writing and editing portions of Congressional testimony for the Chairman. Develops and implements the Corporation's congressional and White House and Chairman's correspondence procedures.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience coordinating information for an agency or organizational head in preparing responses to Congressional or Freedom of Information Act requests; preparing testimony or other public statements; interpreting, explaining, or conveying responses on matters of regulatory policy to Congressional offices, White House staff, or the public.

4. Skill in gathering information with little direct supervision, and analyzing/selecting facts from a variety of sources.

5. Skill in using Salesforce or other cloud-based platforms for various tracking programs, such as correspondence and legislation.

6. Skill in writing responsive, well-organized, and grammatically correct correspondence that presents the Corporation's policies and position.
