Summary

This position is located in the Infrastructure Security Division within the Cybersecurity and Infrastructure Security Agency (CISA). The Infrastructure Security Division focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; State, local, tribal, and territorial (SLTT) officials; and other Federal agencies.

Responsibilities

The Associate Director for Bombing Prevention leads the coordinated national effort for bombing prevention with sector partners to enhance infrastructure security and resilience of critical infrastructure and share trends that inform CISA-wide development of risk mitigating resources.

Specific responsibilities include:

Manages and direct policies and programs for Counter Improvised Explosive Device (C-IED) protection and preparedness in the nation's critical infrastructure sectors, information sharing, and risk management that support DHS' and the federal government's goals and milestones regarding C-IED protection and preparedness and other related and supporting national security and preparedness doctrine and policy, such as the National Preparedness System, the National Incident Management System, and the Homeland Security Grants Program.

Provides strategic vision, guidance, and direction to ensure the Department of Homeland Security (DHS) is equipped with the information required to understand and share risk and other information about terrorist threats and bombing-related hazards to the nation's critical infrastructure, as well as to build and sustain effective partnerships and coordination mechanisms.

Leads and manages strategic Federal, DHS, and agency C-IED plans and programs of national scope and impact, including, but not limited to, those related to national C-IED policy and contingency planning; capability analysis; regulatory and voluntary control regimes for explosives and explosives precursors; IED-related vulnerability analysis; communications, outreach, and engagement with domestic and international stakeholders; Research, Development, Test, and Evaluation; operations and training; and intelligence and information sharing while ensuring alignment of national, DHS, and agency C-IED programs to national objectives.

Serves as the DHS lead and focal point for Presidential Policy Directive (PPD)-17 policy review, policy implementation and procedures.

Serves as the Department's lead for the Department of Justice and DHS Joint Program Office, an interagency activity supporting the overall U.S. Government implementation efforts for PPD-17, the national policy on the prevention and detection of, protection against, and response to terrorist use of explosives and improvised explosive devices.

Serves as the Department's lead for the National Explosive Task Force, the IED Working Group and other DHS Federal Interagency working groups, and committees related to C-IED activities, and ensures alignment with the Joint Terrorism Task Force, Terrorism Task Force Center, Terrorist Explosive Device Analytical Center, Joint Improvised-Threat Defeat Organization (JIDO), and other relevant task forces.

Oversees the revision of long-range plans, goals, objectives, and programmatic execution of the work directed.

Manages the development of policy changes in response to changes in levels of appropriations or other legislative changes.

Manages policy changes affecting the CISA Bombing Prevention organization, and major changes to the structure and content of the program or program segments directed.

Mandatory Technical Qualifications:

MTQ1 - Expert knowledge of and experience with physical security and emergency management/services specifically as they relate to countering the threat of IED attacks.

MTQ2 - Expert knowledge of and experience with the statutory roles, responsibilities, and authorities of the various Federal department and agencies, particularly as they relate to countering IEDs and supporting mission areas, and the relationships of these entities to various stakeholder groups required to successfully implement the national C-IED policy, including Federal, state, and local governments, the private sector, and the general public as well as the international community.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed above.

The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications.
