The primary purpose of this position is to to perform duties as an Investigative Analyst and Forensics Examiner with primary responsibility for Digital and Multimedia (D/MM) examinations by providing the resident expertise on the receipt, retention and disposition of D/MM materials and evidence in support of the DoD Criminal Investigative Organizations (DCIO).

Responsibilities

  • D/MM Forensics Examinations serves as an investigative analyst and technical expert in the digital and multi-media (D/MM) forensic examination of materials and evidence.
  • D/MM Investigative Analysis contributes in developing and documenting standards for measuring the efficiency and effectiveness of D/MM forensics by field investigative operations.
  • D/MM Professionalism and Training Contributions works with the communities of interest for improved D/MM forensics development, capabilities and responsiveness.

  • Employee must be able to obtain and maintain CSSP Analyst required certification. Qualification period begins the date they start in the position (i.e., they must obtain the appropriate certification within 6 months of being assigned IA functions).


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Investigative Analysis Series, 1805

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes a thorough knowledge of the manner in which D/MM materials and evidence is collected at the crime scene, the management of crime scenes and the concerns of contamination and alteration of evidence and the proper methods used to package and preserve evidence for submission to a crime laboratory. This includes an understanding of the chain of custody and testifying in court. High level of knowledge of scientific techniques and procedures in the D/MM and forensic sciences gleaned from education and experience in the different fields to coordinate the examination of evidence, ensure the appropriate sequencing of exams, to recommend policies and procedures relating to evidence processing and to analyze and recommend solutions to unusual and complex situations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Excellent knowledge of a wide range of investigative analysis and understanding complexities of forensics examination procedures for D/MM materials and evidence processing and preparing meaningful report of findings or conclusions as a technical expert and advisor.

2. General level of knowledge of the functions and responsibilities of the DoD Criminal Investigative Organizations (DCIO), to understand their unique mandates as they relate to D/MM investigative analysis, forensic examination, and testimonial reporting. Familiarity with law enforcement investigative methodology in order to apply a high degree of originality and initiative in remote operating locations and field laboratories.

3. Knowledge and experience with D/MM principles, theories, concepts, methodologies and techniques, instrumental in the discipline of D/MM forensic examination, sufficient to solve a variety of difficult and complex work assignments. The employee generally knows how devices store information and means for extraction to pursue analysis, examination, and reporting for prosecutorial objectives.

4.Working knowledge of D/MM hardware to the component level is required. The employee should be familiar enough with D/MM hardware that they can identify the components from a box of parts.

5. High level of knowledge of the methods and techniques of fact-finding, analysis, and skillful application sufficient to identify problems and develop a plan of action to identify and mitigate deficiencies.

6. Ability to interpret, analyze, and evaluate information from a variety of sources in order to identify problems, reach logical conclusions and recommended actions.

7. Ability to assist in instructing others in D/MM investigative analysis and forensic examination techniques and appropriate documentation procedures. This includes an understanding of the chain of custody and testifying in court.

8. Ability to communicate orally and in writing to provide accurate and timely documentation of case folders/reports and maintain liaison with customers is required. Must possess enhanced interpersonal communication skills to include public speaking and the ability to convey technical information to practitioners and lay personnel alike. Ability to assimilate with, and understand the diverse requirements of the various DCIOs, while remaining operationally aligned with the DC3/CFL.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
