Duties

Summary

These positions are located in the Farm Service Agency, Deputy Administrator for Farm Loan Programs, located in Washington D.C.

One position is in Loan Making Division and one position is in Loan Servicing and Property Management Division.

These positions will be for a 2-year period, with the option for three 1-year extensions up to a maximum of 5 years.

Responsibilities

  • Serves as program sponsor for one or more of the FLP automated systems and works as an integral part of the FLP automation team.
  • Writes detailed requirements for further development for the Direct Loan System (DLS) and the Guaranteed Loan System (GLS).
  • Elevates questions or concerns on automation issues to upper management to alert management to potential problems or when decisions are needed.
  • Develops and recommends new or substantially modified nationwide plans, policies and procedures for administering Farm Loan Programs.
  • Reviews and evaluates Farm Loan Programs to ensure that they are being effectively carried out and are consistent with statutes, regulations, policies and program objectives as well as agricultural management methods and techniques.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 01/19/2021 including time-in-grade restrictions, specialized experience and/or education, as defined.

For the GS-9 level:
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-7 grade level in the Federal service or private sector that demonstrated competence in agricultural loans. This experience may have been gained in such work as reviewing and processing applications for agricultural loans; servicing an agricultural loan portfolio of a bank or other loan association; or similar work. I have demonstrated knowledge of credit principles and practices by independently examining applications, supporting documents, and credit reports, and maintaining servicing activities on small agricultural loans. In addition, my experience demonstrated knowledge and understanding of farm operations, land use and value, production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced. OR
  • Two full academic years of progressively higher-level graduate education or master's or equivalent graduate degree with a major in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or other fields related to the position such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR
  • Less than the full amount of graduate education listed above and less than the experience described above, but a combination of graduate education beyond the first year (i.e., 18 semester hours) and experience.
For the GS-11 level:
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-9 grade level in the Federal service that demonstrates competence in agricultural loans. This experience may have been gained in such work as reviewing and processing applications for a limited number and variety of agricultural operations (i.e., single owner, single enterprise operation, farm equipment and machinery, etc.); servicing an agricultural loan portfolio of a bank or other loan association. In addition, my experience demonstrates knowledge and understanding of the technicalities of farm financing and credit and a general working knowledge of farm operations, land use and value, production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced. OR
  • Completion of 3 full academic years of progressively higher level graduate education or a Ph.D, or equivalent doctoral degree with a major in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit law, real estate operations, statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR
  • Less than the full amount of experience listed above and less than the amount of graduate education describe above, but a combination of graduate education beyond a master's degree or the first two years (i.e., 36 semester hours) and experience.
For the GS-12 level:
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service that demonstrates competence with agricultural loans by reviewing and passing upon applications for various kinds of agricultural operations representing all types of ownership (i.e., single owner, partnerships, and corporations, etc.); and servicing an agricultural loan portfolio of a bank or other loan association. In addition, experience must demonstrate a comprehensive knowledge and understanding of the technicalities of farm financing and credit; farm operations, land use and value, production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced.
For the GS-13 level:
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-12 grade level in the Federal service that demonstrates competence in agricultural loans; reviewing and passing upon applications for a wide and complex variety of agricultural operations or enterprises (i.e., single owner, partnerships, and corporations, etc.); servicing an agricultural loan portfolio of a bank or other loan association; Experience that demonstrates broad and seasoned judgment in providing financial management guidance to agricultural borrowers; ascertaining and analyzing the many and often obscure facts regarding the borrowers financial capacity, and evaluating the general economic and financial conditions that affect the organization/governments risk in granting, guaranteeing, or insuring the loan. In addition, experience that demonstrates a comprehensive knowledge and understanding of the technicalities of farm financing and credit; farm operations, land use and value; production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
