Responsibilities

As the Senior Level Advisor for Emergency Preparedness/Incident Response, you will serve as a senior technical advisor and office expert in the area of Emergency Preparedness and Incident Response providing authoritative advice, consultation, and support to the U.S. Nuclear Regulatory Commission (NRC) management on complex policy and technical issues and developments in emergency preparedness and response, dose assessment, and related radiological protection matters both domestically and internationally. You will represent the Agency on emergency preparedness and response, and related radiological protection issues before other organizations, such as other Federal agencies, State and local governments, Congressional representatives, international organizations, licensees, news media and in public meetings. You will also assess the implications of new or emerging issues and polices in emergency preparedness and response and makes recommendations for any changes in regulations, national or international standards, statutory changes, or other significant actions as required to respond appropriately, to developments in emergency preparedness and response.

Duties may include, but are not limited to:

Serving as the NSIR technical expert for complex, specialized projects involving emergency preparedness and incident response issues for nuclear facilities.

Providing authoritative consultation, guidance, assistance and recommendations related to emergency preparedness and incident response to the Commission; Agency management and senior staff on the efficacy of planned and contemplated courses of action.

Coordinating crucial agency interaction with external entities, including international organizations, Government and industry, relating to emergency preparedness and related health physics issues. Coordinates with staff and management for agency interaction with external entities, including international organizations, Government and industry, relating to incident response. Represents the agency in interagency meetings, and public meetings on these subjects.

Reviewing proposed conventions, agreements, protocols, regulations, policies, reports, legislation, and other agency documentation relation to or potentially impacting emergency preparedness and response activities and provides comments, analysis, or suggestions as appropriate. Counsel's office and agency management regarding the likely effect of regulatory or policy actions in or related to emergency preparedness and response.

Serves as a technical trainer and mentor for subordinate level staff, providing guidance regarding methodology, information sources, or scientific or engineering approaches to emergency preparedness and response problems or issues. Leads staff in developing new approaches to policies and challenges.

Identifies requirements and opportunities for research, analysis, or data development or acquisition relating to problems or new technologies associated with emergency preparedness and response, and related radiological protection issues, and evaluates the merit of exiting research and development programs in support of the emergency preparedness and response programs.

Collaborates with other NRC Offices, Federal agencies and committees, State and local organizations (i.e., Conference of Radiation Control Program Directors, National Emergency Management Association) and international organizations (i.e., Nuclear Energy Agency, International Atomic Energy Agency, Commission of the European Communities), and industry organizations in communicating the bases for regulatory decision and the evaluation of foreign technical data and regulatory positions and policies to determine emergency preparedness and response significance.

Qualifications

Specialized Experience: You must also have at least seven to ten years of specialized experience, or an equivalent combination of education and experience (e.g., graduate degree), that demonstrates detailed expert knowledge and experience of nuclear principles, concepts, theories, and methods and ability to assess their relationship to emergency preparedness and incident response, and radiological protection issues and programs. This expertise would include specialized experience in physical science technology and associated subjects obtained through experience in radiological accident consequences. Competence must be of a degree to enable independent evaluation of the emergency preparedness significance of various design modifications and operational procedures for NRC-licensed facilities. At least one year of this experience should be comparable in complexity and responsibility to the kind of work normally assigned at the grade 15 level or higher in the Federal government or equivalent.

Education

Degree: physical science or engineering, that included 24 semester hours in physical science and/or related engineering science such as emergency preparedness, radiological protection, incident response, or nuclear engineering.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering, science, or specialty, plus appropriate experience or additional education.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
