Summary

This position is located in the United States Department of the Treasury, Departmental Offices (DO), within Privacy, Transparency and Records Office (PTR) of the Deputy Assistant Secretary for Privacy, Transparency and Records (DASPTR) under the Assistant Secretary for Management, with responsibility for implementing the Freedom of Information Act (FOIA) and the Privacy Act in all aspects of Treasury programs.

Responsibilities

As a GOVERNMENT INFORMATION SPECIALIST, you will:
  • Review and comment on draft legislation and proposed changes to regulations and policies that affect privacy or information disclosure matters at DO.
  • Communicate proactively with customers in order to clarify and/or narrow the scope of the FOIA request, troubleshoot problems, and answer questions, as necessary. Provide customers with status updates as appropriate.
  • Keep up to date on all aspects of the FOIA and Privacy Act and evaluates the office's FOIA and Privacy policies and programs, advising supervisors on new developments in the law that may affect operations or programs.
  • Provide support to agency personnel engaged in the adjudication of FOIA/Privacy Act appeals and/or related litigation, as required.
  • Coordinate special processing requirements for certain requests. Review responses of such officials to ensure compliance with applicable statutes and regulations. Communicate with requesters, as required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-13 level: To qualify at GS-13, you must have the following: One year of specialized experience at or equivalent to the GS-12 level in the Federal service for this position, Specialized experience is defined as:
- Analyzing, evaluating and reporting on the effectiveness, efficiency and compliance of a Freedom of Information Act (FOIA) program.; AND
- Independently processing, coordinating and tracking FOIA requests while applying analytical reasoning to determine if exemptions apply; AND
- Providing guidance to program offices and subject matter experts on the administration of the FOIA.

Specialized Experience for the GS-12 level: To qualify at GS-12, you must have the following: One year of specialized experience at or equivalent to the GS-11 level in the Federal service for this position, Specialized experience is defined as:
- Interpreting and applying FOIA Exemptions 1 - 7, federal laws, regulations, legal decisions, policies, procedures, and directives pertaining to the protection and release of Freedom of Information Act (FOIA); AND
- Reviewing FOIA documents, preparing case files and responding to requesters with final decisions; AND
- Communicating with program offices and subject matter experts to narrow the scope of FOIA requests, troubleshoot problems and answer questions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
