Summary

The incumbent serves as the technical expert in the multidisciplinary fields of enterprise architecture, tool development, systems engineering, information assurance, sustainment, operations, and related subject matter areas of an information enterprise.

Serves as a permanent member of the PEO, Office of the Deputy Assistant Director, Cyber Operations, working alongside other GG-15 subject matter experts to ensure the timely flow of information into, across, and out of the Agency.

Responsibilities

As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) (Chief, Sustainment) you will be responsible for the following duties:
  • Provides technical leadership to ensure that the program management offices' best minds are applied to such questions so that resulting PEO assets support all program management offices and DCSA mission owner's achievement of mission objectives while also considering security classification and "need to know."
  • Provides leadership for continuing assessment and integration of emerging information technology and for the definition of Information Assurance/ Information Security (IA/IS) policy statements governing these activities across the DoD.
  • Plans and conducts comprehensive analyses to support deployment, operations, and sustainment of all DCSA mission and business- related applications.
  • Makes authoritative recommendations regarding forward-looking technical strategies and specific program initiatives required to implement the PEO enterprise framework and achieve compliance with overarching DoD/US Government architectures and C4.
  • Advises the PEO and DCSA leadership team on resources required to achieve endorsed enterprise objectives and implement supporting programs.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes; evaluating and advising administrative support systems and work distribution; identifying data and resources; developing analyses, policies, data, management plans, procedures, and standards; and researching and reviewing business practices, efficiency, and management.
Experience must be IT related ; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Specifically, you will be evaluated on the following competencies:

    1. Information Resources Management (IRM) - Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) to enable organizational and enterprise missions.

    2. Information Technology Test and Evaluation - Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.

    3. Information Technology Configuration Management - Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations.

    4. Accountability - Fosters and ensures an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes. Complies with established control systems and rules.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
