Join the team! The Mechanical Engineering Division is located in the Engineering Sciences Directorate of the Office of Hazard Identification and Reduction. The Division designs, conducts, monitors, and evaluates product safety tests and test methods; develops and evaluates performance criteria and design specifications for consumer products; participates in the development of product safety standards; and provides or evaluates technical content of proposed standards.

Responsibilities

The incumbent serves as an expert engineer and supervisor for the Mechanical Engineering Division, providing leadership and direction to the Division staff in the management of all technical programs, planning and development regarding engineering evaluation of potentially hazardous products, research programs, and other necessary investigations and studies.

S/he supervises a staff in the following or related disciplines: mechanical engineering, physical science, general engineering, textile technology, fire protection engineering, and chemical engineering.

Some of the major responsibilities of this position include:

• Directs, technically reviews, and is responsible for the work of the Division, which includes voluntary and mandatory regulation development and compliance testing in accordance with the Consumer Product Safety Act, Federal Hazardous Substance Act, Flammable Fabrics Act, and Refrigerator Safety Act regulations.

• Manages the development, review, and evaluation of scientific and engineering evidence in connection with enforcement actions relating to substantial product hazards.

• Supervises the preparation of engineering reports, project development plans, technical correspondence, and Division input to Consumer Product Safety Commission planning activities, such as the Operating Plan, budget, mid-year review, etc.

• Directs, meets, and individually carries on discussions and correspondence with members and scientific representatives of the industry, voluntary standards organizations, engineering and trade associations, consumers, and other interested individuals concerning the policies and procedures of the Commission, particularly as they relate to consumer product safety.

• Serves as a consultant and advisor to the Associate Executive Director for Engineering Sciences on all aspects of the mechanical engineering programs and special engineering projects undertaken by the Commission.

• Performs the administrative functions of evaluating performance of subordinates; planning staffing needs; counseling personnel on standards of conduct, performance, and career objectives; hearing and solving complaints and grievances; recommending selection of personnel; and fulfilling other personnel management responsibilities.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

1) Demonstrated experience applying a broad range of engineering principles, concepts, and data to the regulatory process; 2) Conducting regulatory reviews; and 3) Researching and analyzing mechanical hazard data to determine the risk and severity of potential injuries and/or deaths from consumer products.

Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify:

Successful completion of a professional engineering degree from an accredited university or college.

OR

You must have a combination of college-level education or training, AND technical experience that furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There is no substitution for specialized experience at this grade level.
