Responsibilities

The incumbent of this position will serve as the Group Manager in leading economic research, data analysis, technical reports, and surveys. They will conduct qualitative and quantitative in-depth studies on issues related to manufacturing, including trends and technology. The incumbent will help drive MEP Center metrics and oversee processes for statutory panel reviews.

Qualifications

BASIC REQUIREMENTS:

Degree: Economics, that include at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

IN ADDITION TO THE BASIC REQUIREMENTS:

To qualify, applicants must have one year of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience in economic research, program evaluation, and/or performance measurement and experience conducting qualitative/quantitative economic research on program surveys and metrics.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is covered by an Alternative Personnel Management System (APMS). This system replaces the General Schedule (GS) pay plan and grade with career paths and pay bands. You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to present economic data gathered from grantees inputs into a database.
  • Skill in interpreting legislation, strategic planning, budgeting and writing complex performance reports.
  • Knowledge of developing and implementing federal survey instruments and tracking all aspects of a survey process.
  • Ability to lead staff, including overseeing a diverse workforce and leading change.
  • Skill in communicating effectively and working with others across different units or divisions to achieve program mission, maintaining good working relationships.
  • Ability to meet deadlines.
