About the Position: The Army's C5ISR Center enables the networked Warfighter by discovering, developing, and rapidly delivering innovative technologies that enable decisive lethality through information dominance in Multi-Domain Operations.

This is a Temporary Promotion not to exceed five years position. Temporary promotions or reassignments may be extended in up to five year increments for candidates who are current federal employees and may be made permanent without further competition.

Responsibilities

  • In this position, you will serve as a Deputy Executive Director in the US Army Combat Capabilities Development Command (DEVCOM) C5ISR Center, Office of the Director, at Aberdeen Proving Ground, MD or Fort Belvoir, VA.
  • You will assist the Executive Director, a Tier 1 member of the Senior Executive Service (SES), by leading a large interdisciplinary workforce and significant portfolio of assigned programs with the delegated authority of the Executive Director.
  • The positions duties and span of control comprises executive leadership over a multimillion-dollar technical portfolio, multiple core technical competencies, a multidisciplinary workforce, and subordinate supervisors and managers.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is an Army Acquisition Workforce position. This position requires Senior Level III Certification in the Acquisition Career Field Science and Technology Manager within 24 months of entrance on duty.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • This position requires you to a Financial Disclosure Statement, OGE-278 (5CFR part 2634, Subpart-B) upon entry, and annually thereafter, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to an extended probationary period of three years for the Engineers and Scientists Occupational Family. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires a one year supervisory probationary period.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualified candidates must meet the Basic Requirement for the Supervisory General Engineer, Supervisory Physicist or Supervisory Computer Scientist position.

In addition to meeting the Basic Requirement, applicants must have one year of specialized experience at the DB-04 (GS-15 grade level) or higher equivalency in the Federal Service which includes experience in leading and supervising people; developing technical program guidance and/or investment strategies; advocating for, managing, and defending resources; overseeing the execution of technical programs or initiatives; and presenting to senior level audiences.

For this position, education can not be substituted for the lack of specialized experience.

Basic Engineering Education Requirement:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2.Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3.Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4.Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Physicist Education Requirement:


A. A degree in physics; or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

OR

B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

OR

Basic Computer Scientist Education Requirement:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

The maximum pay with locality pay is limited to Executive Level III (EX-III) and the maximum salary without locality pay may not exceed EX-IV.
