Summary

The purpose of this position is to serve as a performance auditor of the OIG for programmatic issues that require examination by a professional. Performs routine or limited quick response audits, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up.

Responsibilities

As a AUDITOR you will be responsible for the following duties:
  • Perform audits of internal departments to review and appraise systems, operations, financial activities, and compliance to safeguard assets, enhance the control environment, ensure compliance with applicable laws and guidelines, and increase productivity.
  • Perform audits using appropriate audit techniques, analyzes data to support findings, and develops recommendations to correct deficiencies; prepares comprehensive audit work papers documenting audit work performed.
  • Determine internal audit scope and designs risk-based audit programs.
  • Review the suitability of internal control design, identify areas of weakness and design compensating controls and process improvements.
  • Discuss audit findings with responsible organizational elements, technical representatives and others to develop constructive final report; prepare a comprehensive final report summarizing the audit results.
  • Meet with top management officials to present audit findings, explain the significance of conclusions, and justify recommendations.
  • Assist in obtaining written responses to recommendations from management officials and follows-up with management officials to ensure corrections are made in a timely manner.

Qualifications

Per OPM"s Individual Occupational Requirements ( https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/ ) the 0511 series has the following Basic Requirement:

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

  • *NOTE: Failure to provide transcripts and/or certification (depending on how you meet the Individual Occupational Requirement) will result in you being rated ineligible for this position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    Specialized experience required for this position is:
    • Experience auditing operational or accounting records/systems and preparing audit plans.
    • Experience using analytical and evaluative methods in order to analyze data and audit data inputs.
    • Experience using standard and non-standard audit policies, functions, audit design, and conventions to perform operational audits and make recommendations based on audit findings.
    • Experience determining appropriate tests and audit techniques.

    Specifically you will be evaluated on the following competencies:
  • Audit Planning and Management; Develop and/or evaluate audit programs to ensure an appropriate risk-based audit approach, monitor audit progress and review working papers and audit reports to ensure audits are properly documented and accomplished in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) or other applicable guidance.
  • Audit Reporting; Analyze, reconcile and prepare audit information to produce required audit reports, statements and other documentation in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS).
  • Problem Solving; Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Customer Service; Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication; Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.


  • Education

    Substitution of education may not be used in lieu of specialized experience for this grade level however, there is an Individual Occupational Requirement.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
