Responsibilities

  • Plan, analyze, and review major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System (MHS).
  • Plan and carry out assignments for complete projects that entail a variety of complicating and interacting factors, relationships with other specializations and in consideration of the complete development cycle.
  • Anticipate technological trends, direction of change in workload and workload growth allowances, and changes in regulatory requirements, in order to accommodate future changes efficiently and effectively.
  • Conduct pre-implementation evaluations of existing systems to determine cost, configuration compliance, performance, adequacy, and assess potential problems.
  • Review requirements, identify project scope and processes, review specific issues, oversee tests and analyses, interfaces, information flaws, interfacing requirements, and whether advancements in information technology should be incorporated.
  • Supervise in regard to assignment of projects and tasks; interviewing and selecting candidates for vacancies, standards, and evaluations; counseling employees; corrective and disciplinary actions; hearing and resolving serious complaints.
  • Leadership in regard to determining training; ensuring implementation of employee incentive systems; assuring adherence to EEO principles and priorities; promote team building and improved business practices.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position may be covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification at level III is required within 24 months of appointment.
  • The incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • The incumbent must be a member of the Acquisition Corps or be eligible for membership in the Acquisition Corps at time of assignment

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes leading and/or supervising in developing information technology (IT) acquisition strategies, goals, plans, processes and/or procedures for fulfilling the information management requirements of the agency; and developing acquisition, testing, product improvements, fielding, and/or sustainment of major automated information systems; and leading and/or supervising employee/contractor activities to evaluate the effectiveness and utilization of personnel and resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
