Summary

The candidate is responsible for developing policies and providing nationwide leadership and direct ion for all aspects of the Federal highway program dealing with right-of-way acquisition, relocation assistance, property management, corridor preservation, outdoor advertising, and junkyards.

Responsibilities

The candidate provides executive leadership and direction in the development of policies, regulations, standards, and procedures that are necessary for the effective implementation of FHWA Right-Of-Way Program. This includes but is not limited to appraisal, appraisal review, acquisition of property interests acquired for an eligible Federal-aid project, management and disposal of real properties interests acquired for highway purposes, the control of outdoor advertising and junkyards, corridor preservation and for the valuation of easements, and/or land use restrictions for scenic areas and rest areas.

• Provides executive leadership and direction for providing stewardship and oversight of the FHWA Right-Of-Way Program. Oversees the development and implementation of a technical and management review program that covers all right-of-way program areas.

• Promotes the development and use of new approaches for preservation, acquisition, and management of right-of-way in the project planning and development process, such as use of private sector donations and financing and a broad range of State and local land use control techniques.

• Recommends either directly or through subordinates those actions that are necessary to ensure Federal-aid compliance by State and local agencies with Federal laws, regulations, policies and standards. When warranted, recommends sanctions provided for by Federal law.

• Oversees the development of legislative initiatives at either the Federal or State level and when requested provides direction that will improve the efficiency and effectiveness of right-of-way policies and practices.

• Provides direction and leadership in the development and completion of national studies that are used by FHWA and other Federal, State or local agencies, as well as Congress to assess compliance with and effectiveness of Federal right-of-way laws, regulations, and practices.

• Directs the development and delivery of an effective program of technical assistance in the right-of-way program areas to FHWA field staff, State and local governments and
other Federal agencies.

• Provides advice and assistance to FHWA, U.S. Department of Transportation (DOT), other Federal and State legal, legislative or program personnel in areas of delegated responsibility. Provides direction to highly complex problems that fall within the Right-Of-Way Program responsibilities. Determines needs and recommends subjects for research and development in the right-of-way area.

• Provides leadership within the Office of Planning, Environment, and Realty in developing and implementing Strategic/Action plans that integrate key organizational and program goals, priorities, values, and other factors in support of FHWA and DOT Organizational Excellence initiatives.

• Provides leadership and direction in the implementation of programs that further equal opportunity principles and Agency plans and objectives.

CONDITIONS OF EMPLOYMENT:
  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the description of the mandatory technical qualification for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet this technical qualification.

1. Demonstrated knowledge of surface transportation laws, regulations, policies, and principles involving the Right-of-Way Program, including the Uniform and Highway Beautification Acts, Federal-aid highway program, highway safety, transportation planning and environment design, infrastructure, highway financing, and/or civil rights.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet the 5 ECQs.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check and and may also be asked to submit a written 10-page narrative statement addressing each of the ECQ areas. If you are contacted for a second-round interview, you may be asked to submit a written narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
