This position is located in the US Department of the Treasury, Bureau of Engraving and Printing (BEP), Associate Director - Chief Financial Officer, Office of Compliance. The mission of the Bureau of Engraving and Printing (BEP) is to securely and efficiently produce U.S. currency, and other government securities that satisfy the current and future needs of the American public and the government agencies they serve.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Review product control systems in accordance with standards established by the U.S. General Accounting Office (GAO), and assess adequacy of internal controls in ensuring compliance with the control standards established by the Department of the Treasury (DOT), Office of Management and Budget (OMB) and GAO.
  • Evaluate the operational effectiveness of the product control systems and their compatibility with existing and proposed computer applications, and identify need for refinement, modification, or redesign of systems and the improvement in such systems and their computer applications for senior managers.
  • Plan, conduct and lead reviews and assessments of control systems to ensure compliance with Office and Divisions objectives and policies, program conformity and the maintenance of required documentation of program activities.
  • Provide guidance and assistance to program managers concerning control activities and the conduct of internal control reviews.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:

-Planning and conducting reviews of control systems, ensuring objectives and polices are in compliance; AND
-Performing and leading cycle counts, physical inventories, and tagged counts of security items and products; AND
-Establishing and documenting system requirements; AND
-Performing trend and cost benefit analyses to be used as a basis for control testing.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes:

-Assisting with conducting studies concerning the effectiveness and efficiency of program operations; AND
-Assisting with identifying and planning work necessary to complete all phases of a project; AND
-Identifying issues in work efficiency, and providing recommendations for resolution; AND
-Researching and interpreting regulations and guidelines and applying them to the administrative operations of the organization

OR

You may qualify with a Ph. D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

OR

You may qualify by a combination of experience and education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
  • For the GS-12, you must have been at the GS-11level for 52 weeks.
  • For the GS-11, you must have been at the GS-09level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
