Summary

This position is located in the Department of Energy's Office of Intelligence and Counterintelligence (DOE-IN) and is responsible for providing timely intelligence support to DOE senior policy makers on a wide range of national security, economic and technological topics. The office provides technical expertise to support nuclear stockpile, counterterrorism, emergency response, nonproliferation and energy related policy and operational decision making.

Responsibilities

As a GS-14 full performance, Intelligence Research Specialist, you will
  • Serve as senior Counterintelligence Analyst who independently coordinates, manages, and conducts all-source research analysis.
  • Support management goals and objectives of the Division Director, the Deputy Director for Counterintelligence, and the Director of the Office of Intelligence and Counterintelligence, as well as other senior DOE officials.
  • Prepare a variety of written communications and documents, including assessments, national security studies, and policy recommendations.
  • Develop liaison contact within the United States Counterintelligence and Intelligence Communities to further analytical objectives and goals.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

CONDITIONS OF EMPLOYMENT:
  • Must have a current "Q" security clearance, or must have a current "Top Secret" clearance and be able to qualify for a "Q" clearance.
  • Eligible candidates for this position must be able to obtain a DOE Sensitive Compartmented Information (SCI) clearance.
  • Must successfully complete a CI Evaluation, which may also include a CI-scope polygraph examination.
  • You will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • May be required to return to assigned duty station or travel to distance locations to perform one or more of the duties cited herein or to provide support to DOE policy makers, particularly during crisis periods.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as:
  • Experience analyzing all-source intelligence to produce finished Counterintelligence products for circulation.
  • Experience handling classified documents ensuring proper security requirements are met.
  • Experience briefing ideas, facts, conclusions, estimates, or projections to a wide variety of U.S. Counterintelligence and Intelligence Community senior level personnel.
  • Experience recognizing foreign intelligence threat and counterintelligence issues with an analytical dimension.

  • Knowledge of the mission, structure, and key intelligence programs of the U.S. Intelligence Community (USIC), to include the following: international political, economic, and military matters as they affect U.S. energy policy and nuclear proliferation issues; all aspects of the intelligence process (i.e. collection, analysis, evaluation, interpretation, production and dissemination).
  • Ability to evaluate the importance of international situations/problems, and present well-considered, sound suggestions.
  • Knowledge of Counterintelligence tradecraft and operations activities to ensure full understanding of and compliance with Federal law, DOE policy and procedures, and Executive Orders.
  • Ability to critically analyze technological issues, form innovative alternatives, interact with peers and brief seniors in the Intelligence Community and Department.
  • Ability to communicate orally and in writing and present briefings on trends, developments, and changes as they affect DOE CI Headquarters, field units and other USIC agencies.
