Summary

This position is located in the Chief Information Officer Organization of the Federal Deposit Insurance Corporation and provides support in the areas of ensuring the security and integrity of databases, provides enterprise information management and database administration services for the Corporation.

Responsibilities

  • Supports a large, highly dynamic, 24-hour x 7-day database operations environment (on premise and cloud - AWS, Azure, Cloud.gov); consisting of diverse database platform technologies (e.g. Oracle 19c, PostgreSQL) providing organizational and project management direction to technical teams maintaining operational standards, best practices, ensuring compliance against Federal Government and FDIC security standards, and strengthen database administration services through automation, and engineering best practices (e.g. automation, self-service) in support of the FDIC mission, critical functions and interactions with other federal agencies.
  • Identifies and prioritize database operations and engineering initiatives; maintains alignment of activities against initiative objectives, execution milestones, metrics, measures and key performance (KPls) for related work threads.
  • Participates in the analysis, design and development of systems, including: logical and/or physical database design, database creation, analysis and evaluation of data and information requirements for new applications, and database access consultation with development staff.
  • Supports subject matter users in the implementation and enforcement of target enterprise database standards, database architecture, automation of operational processes, and development of flexible, agile database platforms for on premise and off premise, Database-as-a-Service (DBaaS), databases.
  • Participates in the development, implementation, and support of the enterprise database architecture roadmap, database service design, delivery, and operational model. Monitors database governance, database services, and operational metrics to track and improve services levels, operational transparency and effectiveness, and audit and security compliance.
  • Performs research and evaluation in the execution of proof of concept (POC), and recommendation of database technologies and solutions to better align the corporate database architecture with industry best practices, to ensure compliance with agency and federal government requirements, and support IT development and modernization initiatives.

Qualifications

Qualifying experience may be obtained in the private or public sector. Basic Requirements: IT SPECIALIST COMPETENCY REQUIREMENTS:

Specialized Experience:

CG-13 Must have one year of specialized experience equivalent to the CG/GS-12 grade level in the Federal Service. Specialized experience is experience performing activities to support a 24 hour x 7 day database environment (hybrid - on premise and cloud - AWS, Azure, Cloud.gov) consisting of diverse database platform technologies (e.g. Oracle 19c, PostgreSQL) maintaining operations, ensuring data security/access, engineering technical solutions (e.g. automation, self-service), providing project management oversight to technical teams, and collaborating with stakeholders in support of enterprise applications, development projects or other organizational initiatives.

CG-14 Must have one year of specialized experience equivalent to the CG/GS-13 grade level in the Federal Service. Specialized experience is experience organizing teams and leading activities to support a 24 hour x 7 day database environment (hybrid - on premise and cloud - AWS, Azure, Cloud.gov) consisting of diverse database platform technologies (e.g. Oracle 19c, PostgreSQL) maintaining operations, ensuring data security/access, engineering technical solutions (e.g. automation, self-service), providing project management oversight to technical teams, and collaborating with stakeholders in support of enterprise applications, development projects or other organizational initiatives.

  • Knowledge of practices and technologies to support large scale / complex database operations between on premises RDBMS and Database as Service (DBaaS) cloud platforms.
  • Knowledge of database solution architecture, associated technologies and engineering principles to implement the target database architecture, automate processes, and develop flexible, agile database platforms.
  • Ability to support project planning activities, resource estimation, milestone and deliverable definition, activity monitoring, risk management and accomplishment evaluation and reporting, to support initiatives in collaboration with application owners and infrastructure support teams.
  • Knowledge of database solution architecture, associated technologies and engineering principles to implement the target database architecture, automate processes, and develop flexible, agile database platforms
  • Ability to participate in developing and implementing enterprise database standards, policies, and processes, including platform specific standard operating procedures (SOPs) in order to monitor and reduce risks to the database environment in support of federal government and corporate data protection goals.
  • Ability to keep abreast of new database services, database platforms, database tools and technologies and overall industry trends by exchanging information with internal and external parties on technologies, frameworks, methodologies, operations, and services.
