Responsibilities

The incumbent serves as a Program Manager (Deputy Director) for the National Reconnaissance Office (NRO), Office of the Director, Corporate Secretariat. The incumbent is responsible for a wide variety of program management function and corporate support services in support of the Corporate Secretariat Director as well as in support of the Office of the Director. The incumbent will support and facilitate the Strategic Decision Framework, NRO's structured management approach to decision-making, formulate and develop corporate and acquisition policy, manage acquisition meetings, reviews and forums, and will serve as a senior program representative at high-level meetings on behalf of the Director of Corporate Secretariat. The incumbent has internal interaction with all the NRO Directorates and Offices as well as external interaction with the Offices of the Under Secretary of Defense for Intelligence and the Director of National Intelligence. The incumbent has a broad understanding of acquisition, budgeting and operations in order to provide strategic over-arching acquisition strategy review, analysis and recommendations.

As a PROGRAM MANAGER (DEPUTY) you will be responsible for the following duties:
  • Organizes, plans and directs project management activities for the Directorate.
  • Independently initiates, leads, manages, plans, implements and/or oversees large single projects or several small projects with moderate to high complexity and risk tolerance coordinating activities.
  • Lead projects using various Life Cycle Development Methodologies. Manage finance related projects that will involve complex considerations of risk tolerance throughout the life of a project and manage impacts to parallel tasks, multiple dependencies and interfaces to existing NRO and IC systems.
  • Engages and collaborates across the Directorates and Offices (D's and O's) to ensures understanding of business needs and processes, to formulate improved business solutions for the enterprise.
  • Oversees major project and program decisions that affect long-range courses of action of critical importance.
  • Assists in strategic planning and determination of present and future requirements relative to organizational workload requirements; re-engineered business processes and future mission requirements; changes to governing regulations; and problems having a variety of program management impacts on the readiness and sustaining capability of the organization.
  • Plans, programs, and oversees the planning, design, and construction of projects in coordination with D's and O's to ensure that projects are completed within guidelines and objectives.
  • Manages daily programmatic functions, interfaces with mission partners across the IC and DoD, reaches out to operational users to ensure proper program support.
  • Participates in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives.
  • Analyzes information requirements to develop program and administrative reporting systems to include systems specifications; data gathering and analytical techniques; and systems evaluation methodology.
  • Directs program analysis teams comprised of a variety of disciplines (both business and technical) in reviewing progress against established program.
  • Provides resolution-based information when identifying problems and recommending solutions.
  • Secures classified information in accordance with E.0.13526.

Specialized experience required for this position is:
