This position is located within the Board of Veterans' Appeals (Board), Office of the Chairman, Washington, DC, and serves as the lead principal advisor and designated neutral party for promoting a healthy workplace climate/culture that evidences the Board's solemn commitment to maintain the trust not only of the Veterans we serve, but also the Board employees who have dedicated their professional lives to serving those Veterans.

Responsibilities

Duties include, but may not be limited to:
  • Serves as an independent source of information about organizational climate/culture concerns that merit action;
  • Performs climate assessments to identify patterns and trends, especially potential problems requiring resolution;
  • Fosters constructive organizational dialogue to help infuse diversity of viewpoints, increase feelings of individual and organizational value, and enhance transparency in decision-making;
  • Develops policies and procedures to support conflict resolution and prevention, equal opportunity, diversity, and inclusion;
  • Creates, establishes, refines, and maintains training and education programs to help address potential organizational climate/culture concerns;
  • Receives and evaluates complaints and requests for assistance with workplace-related disputes and policy concerns;
  • Provides confidential resources to personnel seeking early resolution of a broad spectrum of workplace concerns;
  • Explores non-adversarial approaches for facilitating equitable outcomes to resolve both individual and organizational concerns;
  • Uses independent judgment to help manage conflict in a constructive manner;
  • Influences stakeholders to accept recommendations for resolving identified problems and concerns;
  • Maintains confidential lines of communication that foster long-term positive relationships; and
  • Performs all other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet the following requirements:

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.

The SPF for this position is: Experience in industrial and organizational development, assessment and strategy and/or as a dispute resolution practitioner accustomed to proactively engaging others to assess the organizational climate, discover alleged issues and improprieties, identify complaint patterns and systemic trends that can adversely impact organizational culture or performance, and explore non-adversarial approaches for resolving concerns, promoting better communication, fostering constructive dialogue, increasing collaboration, improving transparency, and facilitating equitable outcomes

And, in addition to meeting the Selective Placement Factor, applicants must meet the Specialized Experience described below.

SPECIALIZED EXPERIENCE: For this position, specialized experience includes utilizing counseling techniques, employing standard and experimental alternative dispute resolution principles and techniques, developing and conducting training and education programs, analyzing Title VII compliance, employing climate assessment techniques, or formulating policy guidance as a subject matter expert in technical and unique occupations (i.e. legal profession). Requires at least one (1) year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization.

There is no educational substitution at this grade level.

Additional information

Physical Requirements: The work is basically sedentary but involves some lifting and carrying of documents and other light items. Regular and recurring work is performed sitting at a desk except for occasional brief visits to worksites and tenant activities. No special physical demands are required to perform the work.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
