Responsibilities

  • You will performing internal reviews and/or monitoring external audits of the NAVSEA Enterprise activities.
  • You will review contracts and contract-related programs and processes intended to identify waste, mismanagement, risks and vulnerabilities throughout the NAVSEA enterprise.
  • You will coordinate audits, responds to information requests and ensures appropriate and complete responses to audit reports from external audit organizations.
  • You will plan, coordinate and execute internal reviews, assessments, and evaluations.
  • You will analyze information obtained through assessments, reviews, inspections, and investigations to identify areas of strengths and weaknesses in NAVSEA operations.
  • You will prepare written reports and oral briefings for senior leader on the results of completed reviews on matters of the NAVSEA Enterprise.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

Your resume must also demonstrate at least one year of specialize experience at or equivalent to the NH-02 pay band (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector: planning and conducting professional auditing work to identify fraud, waste and mismanagement of programmatic funds and developing recommendations for corrective actions to ensure compliance with agency requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual.

Applicants must possess a Bachelor's degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Possess a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
