Minimum Qualifications:

Education
  • A Bachelor's Degree in Business Administration, Business Management, Public Administration or a related field
  • In lieu of bachelor's degree, a high school diploma or GED and four (4) years of experience in emergency management in a large-scale organization

Experience
  • A minimum of twelve (12) years of program management experience in emergency management in a large-scale organization
  • At least five (5) years of the twelve (12) years total experience achieved working in or with public or private sector transportation and/or transit organization(s), with emphasis on emergency management

Certification/Licensure
  • A valid motor vehicle operator's license from the jurisdiction of residence

Preferred
  • Master's Degree in Business Administration, Business Management, Public Administration, or a related field

Mission Essential Designation:
  • In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Manager, Emergency Operations reports directly to and in partnership with the Director, Office of Emergency Management, providing critical assistance in the management and direction for key elements of the Authority's emergency management programs, plans, operations, and initiatives. The incumbent is responsible for assisting the Director in managing and improving the Authority's emergency preparedness, responses, and recovery, coordination and mitigation efforts. The Manager, Emergency Operations develops, disseminates, maintains and monitors the implementation of Authority emergency management plans and procedures. The incumbent exercises discretion and independent judgement in meeting overall objectives, within general guidelines from the Director.

Essential Functions:
  • Provides direction and management that effectively addresses the Authority's goals for an emergency management program which reflects the highest standards and needs and requirements of the premier transit system in the national capital region and one of the largest in the nation. Assists in the development and implementation of strategic initiatives addressing long-term emergency preparedness needs and issues.
  • Recruits, trains, manages, and evaluates subordinate personnel.
  • Participates in planning, developing, recommending, and implementing emergency management programs, policies, and procedures, including emergency preparedness, responses, recovery, and mitigation efforts in close collaboration with the Director, Emergency Management and Metro Transit Police Senior leadership.
  • Establishes, builds, and maintains relationships with federal and regional/local governments, and community officials and organizations on emergency management coordination efforts, information sharing, and special events/exercises. Represents the Director, Emergency Management, on wide range of internal and external emergency management activities, committees, task forces, teams, and meetings.
  • Plans, develops, and implements training and exercises to educate and prepare Authority executives, managers, and employees on emergency management programs, procedures, and activities in partnership with the Director, Emergency Management and MTPD senior management.
  • Supervises the development of exercises and work group discussions to meet established Homeland Security Exercise and Evaluation Program (HSEEP) criteria. Assists in evaluating drills and exercises to determine adequacy of preparation and response. Develops modifications to emergency management plans to enhance identified opportunities for improvement.
  • Represents Washington Metropolitan Area Transit Authority (WMATA) at the District of Columbia (D.C.) Homeland Security & Emergency Management Agency (HSEMA) and other regional command centers as necessary, during special events.
  • Serves as WMATA representative to Council of Governments (COG) Transportation (ESF #1), Fire Chiefs' Committee Passenger Rail Safety Subcommittee (ESF #4), Emergency Management (ESF #5), as the WMATA expert with the ability to coordinate jurisdictional fire department request and solve problems.
  • Must be available for emergency calls to include outside normal business hours.
