Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology in Alexandria, VA

This position will be affected by a planned relocation to Ashburn, VA. Relocation which is scheduled to begin in 2021, although the date is subject to change.

Joining the Customs and Border Protection Office of Information and Technology will allow you to use your expertise in information security systems, policies and procedures. This position starts at a salary of $122,530.00 (GS-14, Step 1) to $159,286.00 (GS-14, Step 10) with promotion potential to $159,286 (GS-14 Step 10). In this Supervisory Information Technology Specialist (Information Security) position you will become a key team member of Homeland Security professionals by supervising work to ensure the confidentiality, integrity and availability of systems, networks and data. Typical work assignments include:
  • Serving as first line supervisor for the CBP Security Operations Division (SOD), Cybersecurity Incident Response Team (CIRT) and Attack Sensing and Warning (AS&W) Team;
  • Leading the CIRT and AS&W in building relationships and establishing lines of communication with other internal groups (e.g., human resources, legal, and privacy) and external groups (e.g., other service providers, law enforcement);
  • Utilizing defensive measures and information collected from a variety of sources to identify, analyze, and report events that occur or might occur within the network in order to protect various information, systems, and networks from all potential threats and misuse;
  • Leading data collection and preservation efforts from a variety of cyber defense tools (e.g., intrusion detection system alerts, firewalls, network traffic logs) to analyze events that occur within their environments for the purposes of mitigating threats;
  • Investigating and analyzing all relevant response activities and establishing clear procedures for the handling of cybersecurity incidents that impact CBP networks, assets, and infrastructure.

Qualifications

Basic Requirement - Individuals must have experience demonstrating each of the four competencies listed below. This experience must be IT-related.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Along with the four competencies listed above you must possess at least one (1) year of specialized experience described below to qualify based on experience.

    Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
    • Developing specific cyber incident response plans and or actions.
    • Responding to cyber security incidents and mitigating threats order to
    • Protect various information, systems, and networks from all potential threats and misuse
    • Using data collected from a variety of cyber defense tools to analyze events
    • Preparing assessments and cyber threat profiles
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.     • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
    Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.     Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

    Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include three (3) weeks, of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

    • Ability to determine how a security system should work (including its resilience and dependability capabilities) to determine how changes in conditions, operations, or the environment will affect the mission.
    • Knowledge of intrusion detection techniques and methodologies to detect intrusions and recommend mitigations in support of the mission.
    • Knowledge of what constitutes a "threat" to a network to understand what has the capabilities to impact the network and identify mitigations in support of mission functions.
    • Skill in developing technical and analytic solutions to situations for which information is incomplete
