The program provides meaningful developmental work with the objective of preparing the student for placement into the agency's permanent workforce

Responsibilities

  • As a Student Trainee (Program Analyst), your typical work assignment:
  • Performs evaluation duties and developmental assignments in one or more specialty areas, which may include homeland defense, joint operations, environment, force management, safety, intelligence, space, occupational health, and special studies.
  • With guidance, chooses and applies analytical and evaluative techniques in assignments.
  • Research applicable laws, directives, regulations, manuals, prior studies, and reports needed for evaluations; summarizes information and presents to supervisor.
  • As directed, assists in the gathering and analysis of data, developing findings and recommendations, preparing reports, briefings or other evaluation products; prepares or assembles supporting documentation.
  • Prepares or assembles supporting documentation; Analyzes data to ensure that evidence adequately supports findings; assists in follow up of previous evaluation product.
  • Attends meetings as directed or required.

  • SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG.
  • INTERNSHIP: Must meet the requirements for the Internship Program. STUDENT STATUS: You must maintain status as a current student while on this appointment.
  • ENROLLMENT REQUIREMENT: You must be enrolled at least halftime at a qualifying educational institution pursuing a qualifying degree or certificate.
  • PROOF OF ENROLLMENT: You must furnish course registration information at the start of each school term and provide verification of academic status (transcript) at the end of each academic term.
  • GRADE POINT AVERAGE (GPA): Cumulative GPA of 2.5 - must be maintained throughout the entire internship appointment.
  • WORK SCHEDULE: Interns may work full-time during the summer and flexible part-time work schedule during the school year (based on agency needs) while continuing their education.
  • PATHWAYS AGREEMENT: Selectees will be required to sign a Pathways Internship Program Participant Agreement.
  • TRIAL PERIOD: This appointment requires completion of a two-year trail period.
  • This announcement may be used to fill additional vacancies within 90 days of the closing date.
  • PART-TIME SALARY: GS-07, Step 1 = $23.32 per hour, Step 10 = $30.31 per hour. GS-09, Step 1 = $28.53 per hour, Step 10 = $37.08 per hour. NOTE: First time hires to the Federal Government typically hire at the Step 1.


Qualifications

You may qualify for the GS-07 grade level, if you fulfill one of the following qualifications requirements:
  • One year of specialized experience equivalent to the GS-05 grade level in the Federal service utilizing knowledge of basic research, audit or evaluation techniques and principles; performing basic research to extract information for evaluation; analyzing data and written material to gather relevant information for evaluations; assembling information and preparing reports with supporting documentation to draft evaluation reports; presenting information clearly, concisely and logically both orally and in writing to prepare and present findings; and working with staff to participate in team evaluations.
  • Completion of 1 full academic year of graduate level education in a related field to the position being filled. (One full year of graduate education is the number of hours the school determines to equal one year. If this information is unavailable, 18 semester hours will be used as the standard.) (You MUST submit transcripts or proof of education to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education).
  • Successfully completed all of the requirements for a bachelors' degree in a related program from an accredited college or university and claim eligibility for Superior Academic Achievement based on one of the following: a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society. (You MUST submit transcripts or proof of education and any other applicable documentation to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education).
  • Combination of experience and education as are described in A and B above; however, percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. (You MUST submit transcripts or proof of education to verify your claim.)
  • You may qualify for the GS-09 grade level, if you fulfill one of the following qualifications requirements:
  • One year of specialized experience equivalent to the GS-07 grade level in the Federal service performing basic research, audit and evaluation techniques and principles; selecting and researching laws, regulations, policies, and audit reports or comparable documents to extract information for evaluations; analyzing data and written material to gather relevant information for evaluations; assembling information and preparing reports with supporting documentation to draft evaluation reports; presenting ideas, facts, conclusions and recommendations clearly, concisely, and logically both orally and in writing to prepare and present findings; and work with staff to participate in team evaluations.
  • Completed of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree in a related field. (You MUST submit transcripts or proof of education to verify your claim. All education must be accredited by accrediting body or organization recognized by the U.S. Department of Education.)
  • Combination of experience and education as are described in A and B above; however, percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. (You MUST submit transcripts or proof of education to verify your claim.)

    CONVERTING TO THE COMPETITIVE SERVICE: As part of the Pathways Internship Program, the appointment may be extended until selectee's education program requirements have been completed. You may be converted, without a break in service, to a term (time-limited) or permanent appointment upon graduation as long as you meet the following criteria: (1) You are a Citizen (2) you worked at least 640 hours in an appropriate program (3) you received a recommendation for retention from your supervisor.
