Position Information

Arlington County's Department of Community Planning, Housing and Development (CPHD) is seeking a Policy, Research, and Information Management (PRIM) Section Supervisor to join our Zoning Division and provide centralized management of special projects and programs, including both administrative tasks and complex land use analysis.

The Zoning Division is responsible for providing a wide range of services related to the administration and interpretation of the regulations contained in the Arlington County Zoning Ordinance. The PRIM Section within the Zoning Division is responsible for providing the responses to written inquiries on behalf of the Zoning Administrator, oversight and execution of the operations and activities of the Board of Zoning Appeals (BZA), records management of all land use decisions, and administration of zoning map corrections. The section's services also include assisting division supervisors and staff with assessing program needs and developing solutions, working with Communications staff to ensure the division's website content is updated and relevant, and overseeing payroll, budget, and procurement activities.

The PRIM Section Supervisor will provide daily supervision to a team of professional planning and administrative staff, serve as a liaison to other county divisions and departments, and provide direct support to the Zoning Administrator (Zoning Division Chief). This employee provides regular coordination with staff in the Planning Division and interacts frequently with the County Board, the County Attorney’s Office, and the County Manager’s Office regarding zoning policies and procedures, complex land use determinations/decisions, and legislative changes that impact the work of the Division. The position reports to the Zoning Administrator and receives delegated authority for certain administrative actions.

Specific duties include:
  • Providing centralized management of policy, special projects, and programs within the Zoning Division, including both complex land use analysis and administrative tasks;
  • Leading, planning, and supervising a team of seven (7) planning and administrative staff engaged in the research and analysis of complex land use proposals and the preparation of formal staff reports and compliance letters
  • Providing support to customers and stakeholders seeking zoning inquiries, determinations, and specific project guidance on land use issues which includes briefing County staff, management, the County Manager, and County Board members on relevant zoning and land use regulations as part of a comprehensive development approach;
  • Collaborating with the Zoning Administrator on the planning, development and implementation of zoning policy, and providing oversight and management to the Zoning Division Text Amendments (ZDTA) workplan and related map corrections;
  • Assisting section managers in the development of website content and updating forms for public use;
  • Preparing documents and analysis for monthly and annual financial reporting, budgeting, forecasting, and fee development projects;
  • Ensuring staffing and administrative support is provided to the Board of Zoning Appeals (BZA) by overseeing the coordination and provision of professional advisory services to the BZA;
  • Managing contract and procurement activities; and
  • Representing the Zoning Division as part of interdepartmental teams and initiatives, and
  • serving as a Zoning Division representative on task forces, work groups, or committees.
The successful candidate has experience providing responsive and prompt customer service to frequent time sensitive inquires; excellent organization and time management skills; the ability to communicate complex information effectively to a variety of interested stakeholders; and the ability to focus and manage multiple tasks and requests.

Selection Criteria

Minimum:
  • Bachelor's degree in Public Policy, Urban Planning, Public Administration, or related field; and
  • Progressively responsible (at least three years) experience in land use policy, zoning administration or planning.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with one or more of the following:
  • Master's Degree in Public Policy, Urban Planning, Public Administration, or related field;
  • Experience supervising or leading a collaborative team of professionals to resolve issues, share information, and provide services to the public; and
  • Experience working in local government or knowledge of local government procedures and responsibilities.


Special Requirements

Candidates may be required to submit a writing sample during next steps in the selection process in order to demonstrate their written ability.

Additional Information

Work Hours: This is a 40 hour per week position, with flexible work hours generally between 8:00 a.m. and 5:00 p.m., Monday through Friday with occasional attendance at monthly evening meetings as needed.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
