Summary

The Knowledge Management Engineer 3, Senior manages the requirements process, stakeholder communications, and service transition to production activity necessary to produce MS SharePoint and Project Web Applications (PWA) applications for the US Army - Project Director, Enterprise Services (PD ES) and its Enterprise Computing (PL EC), Enterprise Content Collaboration and Messaging (PL EC2M), and Acquisitions, Logistics and Technology Systems and Services (PL ALTESS) Product Lines.

Responsibilities
  • Establish processes, in accordance with best practices identified by the Knowledge Management Institute for personal, project, and enterprise level knowledge management, and proactive continual service improvement.
  • Build enterprise level Communities of Practice with the KM Working Integrated Project Team (WIPT) and the Microsoft Project Server Enterprise Working Group to ensure KM best practices and policies are incorporated into all project work, site collections, and general business activity for PD ES and its Product Lines.
  • Obtain Risk Management Framework (RMF) accreditation & other Information Assurance (IA) activities, migrating Army Knowledge Online and other legacy applications onto a secure cloud environment, and producing project documentation & design review briefings.
  • Use MS Project to create a Master Schedule to include resource, cost, and risk management, for the PD ES, Knowledge Management (KM) Division.
  • Build a product suite in MS SharePoint that will integrate the personnel In/Out Processing (IOP), Software License Tracker (SLT), Asset Management, and Facilities Management into the PD ES Service Ticket Support System.
  • Plan and execute project plans for major new releases of existing PD ES Site Collections and applications, including the Capacity Management Dashboard, PD ES Services Dashboard, Strategic Communications (STRATCOM) Portal, Secure Documents/Pre-Award (SDP) Repository, Government Services Automobile Request (GSAR) Tool, Visitor Access Request (VAR) Tool, Leadership Support Portal (LSP), User Support Portal 2.0 (USP2), Service Contract Approval Request (SCAR) Package Tool, Support Agreement Staffing (SAS) Tool, and the Business Management Division - Funding Request System (BMD - FRS) and the Acquisition Management Division's (AMD) Image Tumbler.
  • Write articles as needed for the PD ES internal newsletter "The Server" to relay to the PD ES community new products and services offered by the KM division.
  • Other duties as assigned

Qualifications
  • Master's degree or bachelor's degree and 4-7 years of equivalent experience
  • 11-15 years of relevant work experience
  • Active or interim secret clearance
