Job Announcement

Participates in the performance of all aspects of quality assurance inspections of capital projects. This includes all phases of inspections on street and secondary road improvements, milling and paving of asphalt surfaces, parking lots, trails, bridges, traffic signal systems, guardrails, stormwater, stream restoration, and sanitary sewer improvements, site, and trench safety, as well as general site inspections with emphasis on erosion and siltation control, and related improvements to facilities construction projects. Performs measurements, recording and calculation of all quantities of pay items, and keeps a daily record of contractor's progress to process monthly payment requests. Performs constructability review of public improvement plans. Performs related duties as assigned. Some projects will require night work.

Illustrative Duties

  • Reviews plans, specifications and sites for construction projects;
  • Inspects underground drains, metal and concrete pipe drains, culverts, sanitary sewer lines, manholes, catch basins, and water lines;
  • Inspects pumping stations under construction;
  • Inspects street and road construction including subgrading, placing of materials and rock, oiling and placing of final surfaces;
  • Investigates complaints;
  • Makes check by measurement to see that necessary lines, grades and elevations are followed and that structures are of proper dimensions;
  • Measures and computes items such as rock, sheeting and pavement restoration when work is under County contract;
  • Conducts final inspections and gives approval after corrections are made;
  • Completes daily progress and approval reports, and keeps a construction diary;
  • May assign and review work of engineering inspectors, conduct field inspections, and advise inspectors on difficult problems.


Required Knowledge Skills and Abilities

  • Knowledge of the materials and methods used in paving streets and in laying sewer pipe;
  • Knowledge of cement, asphalt, concrete, and brick laying methods;
  • Knowledge of surveying;
  • Ability to read and interpret blueprints and specifications;
  • Ability to keep records and make drawings and reports;
  • Ability to communicate clearly and concisely, orally and in writing;
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, County officials, public and private sector organizations, customers, and the general public.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from high school or GED; and three years of construction experience, preferably in the inspection field.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Erosion & Sediment Control Inspector certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.
  • Stormwater Management Inspector certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.
  • DUAL Inspector certification - completion of first required training course within 12 months of hire and certification required within 12 months of date of completion of first required training course.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. At least five years of experience in the inspection of public works stormwater and transportation construction projects.
  2. Knowledge of VDOT and county construction standards.
  3. Knowledge of OSHA construction safety standards.
  4. VDOT Intermediate Work Zone Traffic Control Certification
  5. VDOT Certifications in concrete, asphalt, and soil/aggregate, and guardrails.
  6. Outstanding oral and written communication skills.

PHYSICAL REQUIREMENTS:
Ability to walk/traverse rough, wet, icy, broken terrain; and go up and down steep hills and slopes. Ability to lift to 50 pounds with assistance. Ability to work in extreme temperatures. Ability to operate keyboard-driven equipment. Able to safely climb construction ladders. Must be able to produce hand written and typed documents. All duties performed with or without reasonable accommodations.
