CIVIL ENGINEER IV

An Overview
The Department of Transportation & Environmental Services (T&ES) Public Works Services Division (PWS) is seeking their next Civil Engineer IV in their Bridge Section. The individual will be responsible for the development and management of all bridge, hydraulic and structural engineering to keep existing infrastructure in a State of Good Repair.

The Opportunity
  • Project management for bridge and culvert projects with the aid of engineers. Plans and specifications are produced both in house and under contract;
  • Oversee the management of data and records and serve as the main point of contact for all bridge, culvert and other miscellaneous structure assets and projects maintained by the City;
  • Serve as the Program Manager for the City of Alexandria as the liaison with VDOT and other local agencies on all bridge, culvert and other miscellaneous structure assets;
  • Help establish goals and objectives and overall objectives, polices, plans and programs within the bridge program;
  • Assigns, coordinates and evaluates tasks and projects with other divisions and contracts reviews bridge inspection reports; makes recommendations for bridge preventative maintenance and repair;
  • Responds to community inquiries, requests for interpretations, or determinations involving bridge, roadway, and/or sewer issues;
  • Assists with cross departmental issues on plan review, coordination with the City’s Geographical Information Systems (GIS) staff and City contractors; assists with the Pavement Condition Index (PCI) data for City streets; and assists with the sanitary and storm divisions on the MS4 program;
  • Aids Civil Engineers of lower grade in the absence of the Design Division Chief in such specialized areas as non-standard structures, unusual hydraulic problems, or potential trench stabilization problems in difficult soil conditions;
  • Perform other duties as required or assigned.
The Ideal Candidate
To qualify for this position, all candidates must possess considerable experience in the practice of professional civil engineering, and a Bachelor’s Degree from a college or university of recognized standing; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.

The preferred candidate should possess a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia; have at least ten (10) years of experience in civil engineering practices. The candidate should have the ability to prepare or review civil engineering plans and/or technical specifications, including the preparation of bid documents; have three or more years of progressive supervisory experience; possess the capacity to perform or review technical bridge calculations for the design and analysis of bridge structures and provide solutions for cost effective repair and/or rehabilitation; have knowledge of construction techniques and best practices; have experience with GIS mapping; stay abreast of new technologies and approaches to maintenance of public works infrastructure; and possess the ability to communicate effectively with staff members, citizens, engineers, applicants, and contractors.
