Job Announcement

The Fairfax County's Health, Housing and Human Services (HHS) system is comprised of nine departments with approximately 4,000 staff and a total budget size of general, special and grant fund support of $800 million dollars. The Department of Neighborhood and Community Services (NCS) is one of the largest departments within the HHS system and has a broad impact on the lives of residents and families served by the department.

The Director of the Department of Neighborhood and Community Services will oversee a budget of approximately $125 million dollars and over 1,000 staff. Under the direction of the deputy county executive for Health, Housing and Human Services, leads, plans, and directs a variety of programs designed to promote the well-being of individuals of all ages and abilities, families, and communities. Exercises leadership and oversight of the development, planning, and coordination of strategic work associated with providing a variety of recreation, educational, and developmental programs and services; facilitating community engagement to identify areas of need and enhance capacity for serving those needs; and, connecting residents with a broad spectrum of county- and community-based resources and services to help them be safe, be healthy, and realize their potential. Organizational leadership includes oversight of three distinct divisions, including: Regional Services and Center Operations, Access to Community Resources and Programs, and the Office for Children.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a Bachelor's Degree in human service administration, public administration, health administration, community development, or a related field; plus five years of experience managing a large professional staff engaged in the provision of human services and/or community and neighborhood activities and services. Two years of the requisite experience must involve coordination of work with police, public schools, and community leaders; strategic planning, implementation and performance accountability for a large agency with multiple service areas; and supervising multi-functional teams of professionals and work.

PREFERRED QUALIFICATIONS:
Public Sector: Experience in public sector/governmental health and human services.

Strategic Leadership: Experience setting departmental strategic direction and providing oversight of cross-system strategic planning, data analysis, and evaluation efforts.

Fiscal Management: Demonstrated knowledge of planning, developing, organizing, implementing, and coordinating budgets and financial activities for a county department with considerable knowledge of applicable county, state, and federal laws, statutes, and policies.

Quality Service Delivery: Experience providing direction and guidance for the development, implementation and evaluation of plans, programs, activities, and operational policies and procedures needed for an effective delivery system of community services.

Workforce Management: Experience overseeing departmental workforce development efforts as it relates to department-wide competencies for community engagement, service integration, and use of evidence-based practices and approaches.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a credit check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to attend various meetings, public forums, community events located at various locations throughout the county, state and or metropolitan area. Ability to operate equipment such as computer, mobile phone, etc. All duties performed with or without reasonable accommodations.
