Summary

The MIL Corporation seeks a Financial Analysis, Senior Associate to support a Federal Government client at our Washington, DC locationThe MIL Corporation seeks a Financial Analysis, Senior Associate to support a Federal Government client at our Washington, DC location.

Responsibilities

• Support the Bureau in each phase of the Budget process.
• Utilize various Department of State's financial systems to extract data for planning and budget execution purposes.
• Research, compile, and summarize data concerning legislation law procedures.
• Monitor and track obligations and expenditures for assigned program and support functions throughout the execution phase of the annual budget. Contractor will verify that obligations and expenditures occur on a timely basis in accordance and within the approved budget.
• Review, analyze, consolidate, and revise budget execution plans; recommend or make changes from prior funding levels as input to initial budget execution plans.
• Develop, implement, and manage the policies, procedures, and guidance for the Bureau.
• Engage and assist the bureau with decisional analysis.
• Knowledgeable about legislation/law, procedures and policy for establishing new Service Centers and/or new Cost Centers within existing Service Centers.
• Develop charters, budgets, revenues, charges.
• Engage with bureau/agency representatives on setting prices.
• Conducting annual analysis for excess funding being carried-forward.
• Draft language for Congressional Notifications, Congressional Budget Justifications, (CBJ), Talking Points (as needed) for Senior Management.
• Engage with/presenting to Senior Management and interagency representatives.

Required Qualifications

• 10 years of Financial Analyst experience.
• Bachelor's degree in a business related field.
• Governmental budget experience; Department of State preferred.
• Possess superior organizational, oral and written communication skills.
• Significant experience with Microsoft office products (Word, Excel, Access, and Outlook).

• Bachelor's degree in Accounting
